REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR PROVISION OF CDP, EDP WAREHOUSE LABOUR AND CLEANING SERVICES IN UGANDA

DESCRIPTION OF THE REQUIREMENT:
The World Food Programme Uganda Country office is inviting competent and financially stable business entities that have the expertise, capability and experience to provide warehouse labour and cleaning services at WFP Central Warehouses (CDP's) – Kampala, Gulu & Tororo and Extended Delivery Points (EDP's)/Warehouses located upcountry.
Warehouse labour services (loaders, semi-skilled and skilled labour) at its Warehouses in Kampala, Tororo and Gulu. The cleaning services are required in the warehouse (Nakapiripirit and Tororo and at locations in the districts of Isingiro (Nakivale, Kyeggegwa (Kyaka II), Kikuube (Kyangwali), Kiryandongo, Lamwo (Palabek), Adjumani (Nyumanzi/Palabek), Moyo (Palorinya), Yumbe (Bidibidi), and Arua (Rhino Camp/Imvepi). Cleaning services are required at the WFP Country Office.
Warehouse labour services include loading and offloading food commodities in bags and cartons, rebagging, reconstitution and stacking, warehouse cleaning, handling non-food items, tallying inbound, outbound, internal movements and inventory of stocks. Cleaning includes cleaning of offices, toilets and general compound, garbage collection and disposal and emptying and other as required.

Prospective firms intending to apply for CDP warehouse labour should have a minimum monthly credit bank balance of Uganda Shillings 100 million for interest in Gulu, Kampala and Tororo warehouses and Uganda shillings 30 million for the rest of the EDP warehouses, and for cleaning services a minimum balance of Uganda Shillings 20 million.
IMPORTANT NOTICE:
This request for EoI is not an invitation to tender nor does it imply automatic selection to WFP's shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue any tenders or to contract the companies expressing their interest. Furthermore, WFP reserves the right to change or cancel this process or any of its requirements at any time during the process.
Companies may bid for all the services (CDP and EDP warehouse labour and cleaning services) or may apply for one service.
REQUIRED DOCUMENTATION TO SUBMIT WITH THE EOI:
In order to participate in the prequalification exercise, companies are required to provide all the below listed documents by electronic mail (E-mail) as indicated below.

A letter of Expression of Interest well typed on an official letterhead.

An original letter of support from the firm's organisation principal financial banker outlining the firm's/organisation's financial status and credibility. If such a letter is issued in the name of an individual (guarantor) related to the firm/organisation, clearly state the guarantor's exact position in the firm/organisation and/or other links with the firm/organisation.

Completed WFP Logistics Service Questionnaire. Interested companies should request for the WFP Logistics Service Questionnaire via email on kampla.logisticscontracting@wfp.org.

Business firm's/organisation Audited Financial Statements for at least two of the past three years (2023, 2024 and 2025) or expressed intention to provide such statements within one month (including bank statements).

Business firm's/organisation Certificate of Incorporation or registration.

Company's tax registration certificate (including VAT).

Evidence of registration in Electronic Fiscal Receipting and Invoicing System (EFRIS)

Income tax clearance certificates for at least two of the past three years (2023, 2024 and 2025).

Company's current trading license and office presence in Uganda

Copies of Organisation/ Business firm's policies on Anti-Fraud & Anti-corruption practices, Prevention of sexual exploitation & abuse, and Gender parity in the staff structure.

Letters of reference from three existing clients.

All the above listed documents should be prepared in accordance with the instructions provided labelled "Request for Expression of Interest to provide CDP and EDP warehouse labour and cleaning services – EOI # F.03.01.13174" and sent by email to kampla.logisticscontracting@wfp.org before the deadline.

WFP will not consider incomplete or unsigned submissions as well as submissions after the stipulated deadline.

After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.

WFP does not charge any fee for companies to participate in the entire process.
