REQUEST FOR EXPRESSION OF INTEREST (EOI): PROVISION OF ROUTINE INSPECTION CONTRACT: LIFTING EQUIPMENT INSPECTION AND CERTIFICATION FOR EACOP - UGANDA REFERENCE NO. REG-00001249

East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or local joint ventures to express their interest in the provision of a Routine Inspection Contract for Lifting Equipment Inspection and Certification Services across EACOP facilities in Uganda. The EACOP Project involves the construction and operation of a buried 1,443 km cross-country heated pipeline transporting crude oil from Kabaale, Uganda, to Tanga, Tanzania's East coast for export. It spans 296 km across ten (10) districts in Uganda and 1,147 km across eight (8) regions and twenty-five (25) districts in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The Contractor shall supply competent personnel, calibrated testing apparatus, certified test weights, load cells, water load bags, and consumables to execute lifting equipment inspection and certification services in compliance with Uganda Occupational Safety and Health legislation, EACOP Minimum Inspection Requirements, and IEEE specifications across Pumping Stations (PS1, Kabaale, PS2 Sembabule) and twenty-three (23) Main Line Block Valve (MLBV) stations along the 296 km Uganda corridor:

  • Statutory Examination & Testing: Execution of Bi-Annual and Annual thorough examinations and operational function tests on a diverse range of lifting equipment, including periodic dynamic proof load tests using calibrated load cells and certified test weights following major overhauls, repairs, or modifications.
  • Certification & Reporting: Provision of endorsed statutory inspection certificates and comprehensive technical reports upon successful completion of all examinations and load tests.
  • Tracking & Asset Register Management: Application of the EACOP 4-part color-coded color-coding system and populating/updating of Site Asset Registers.
  • Conversion, Transmission and Midstream Storage: (National Content) Regulations, 2016.
  • Valid operating licenses and registration certificates from the Ministry of Gender, Labour and Social Development / Department of Occupational Safety and Health as an Approved/Authorized Inspection Body or Person for Lifting Machinery and Lifting Gear in Uganda.
  • LEEA Corporate Membership, ISO/IEC 17020 accreditation (Type A Third-Party Inspection Body), alongside certified Quality, Health, Safety, and Environmental (QHSE) management systems complying with ISO 9001, ISO 14001, and ISO 45001.
  • Summary of relevant corporate experience, technical capabilities, and a proven track record in lifting equipment inspection.
  • Detailed CVs and certified qualification copies of proposed key personnel (2-man crew: AMPP/NACE credential).
  • Inventory list of company-owned equipment and apparatus as listed in the Scope of Services.
  • Proof of financial capacity, including audited financial statements for the last three (3) consecutive years.
  • Company policies on Anti-Corruption, Anti-Bribery, Compliance, Business Ethics, and Human Rights.

Companies, organizations, or local joint ventures with the required capacity are invited to submit an Expression of Interest (EOI) by email, including the listed documents, to procurement.ug@eacop.com (maximum size 20 MB) no later than 17:00 EAT on 24th October 2026. The email subject must be: REG-00001248 - Provision of Routine Inspection Contract for Lifting Equipment Inspection and Certification Service EACOP - Uganda.
EOI submissions must not exceed 20 pages and shall be submitted in the English language.

NOTE: EACOP LTD will review and assess the documents provided by companies, organizations or local joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local joint ventures will be included in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement, receive an invitation to bid as a confirmation of the Call for Tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having to give reasons to the company, organization or local joint venture concerned.
