East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or local joint ventures to express their interest in the provision of a Routine Inspection Contract for Inspection Service Support across EACOP facilities in Uganda. The EACOP Project involves the construction and operation of a buried 1,443 km cross-country heated pipeline transporting crude oil from Kabaale, Uganda, to Tanga, Tanzania's East coast for export. It spans 296 km across ten (10) districts in Uganda and 1,147 km across eight (8) regions and twenty-five (25) districts in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The Contractor shall supply qualified and certified multi-discipline inspection personnel, rope access teams, topographic/settlement surveyors, and calibrated conventional & advanced NDT equipment to execute routine statutory inspection and Non-Destructive Testing (NDT) services, inspection campaigns and callouts across EACOP facilities in Uganda. These campaign cover Pumping Stations (PS1 at Kabaale and PS2 at Sembabule District) and twenty-three (23) Main Line Block Valve (MLBV) stations along the 296 km Uganda corridor:
The inspection scope covers pressure vessels, drums, piping, aboveground pipelines, accumulators, transportable gas cylinders, firefighting equipment, aboveground storage tanks, surface structures and civil support.

Execution entails deploying conventional and advanced NDT methods - such as UT thickness measurement and flaw detection, Phased Array Ultrasonic Testing for weld and corrosion mapping, Pulsed Eddy Current for Corrosion Under Insulation (CUI), Long Range Ultrasonic Testing, Multi-skip corrosion mapping for Corrosion Under Insulation (CUI), Time of Flight Diffraction (ToFD), Magnetic Particle Testing, Dye Penetrant Testing, Eddy Current Testing, Radiographic Testing, and Infrared Thermography - alongside precision optical leveling and Total Station survey for storage tank foundations and shell structural alignment.

MINIMUM REQUIREMENTS
Companies, organizations, or local joint ventures are invited to submit the following in support of their Expression of Interest:

  • Certified corporate registration documents, including a valid Trading License, Certificate of Incorporation or Registration, a recent search from the Uganda Registration Services Bureau (URSB), and evidence of current statutory particulars and filings under the Companies Act, 2012 and the Companies Regulations, 2023, as applicable to the legal form of the applicant.
  • Uganda Revenue Authority (URA) TIN registration and valid Tax Clearance Certificate (TCC).
  • Evidence of active registration on the Petroleum Authority of Uganda (PAU) National Supplier Database (NSD).
  • Statement of compliance with the Petroleum (Refining, Conversion, Transmission and Midstream Storage) (National Content) Regulations, 2016.
  • Valid operating licenses, safety accreditations, and technical authorizations relevant to Inspection and Non-Destructive Testing (NDT) services.
  • IRATA Corporate Membership, ISO/IEC 17020 accreditation (Type A Third-Party Inspection Body), alongside certified Quality, Health, Safety, and Environmental (QHSE) management systems complying with ISO 9001, ISO 14001, and ISO 45001.
  • Summary of relevant corporate experience, technical capabilities, and a proven track record in plant inspection and Non-Destructive Testing (NDT) services.
  • Detailed CVs and certified qualification copies of proposed key personnel (ASNT Level II/III certified analysts and field engineers).
  • Inventory list of company-owned NDT equipment, thickness gauges, and flaw detectors with valid calibration reports.
  • Proof of financial capacity, including audited financial statements for the last three (3) consecutive years.
  • Company policies on Anti-Corruption, Anti-Bribery, Compliance, Business Ethics, and Human Rights.

Companies, organizations, or local joint ventures with the required capacity are invited to submit an Expression of Interest (EOI) by email, including the listed documents, to procurement.ug@eacop.com (maximum size 20 MB) no later than 17:00 EAT on 24th October 2026. The email subject must be: REG-00001249 - Provision of Routine Inspection Contract for Inspection Service Support EACOP - Uganda.
EOI submissions must not exceed 20 pages and shall be submitted in the English language.

NOTE: EACOP LTD will review and assess the documents provided by companies, organizations or local joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local joint ventures will be included in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement, receive an invitation to bid as a confirmation of the Call for Tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having to give reasons to the company, organization or local joint venture concerned.
