East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or local joint ventures to express their interest in the provision of a Routine Inspection Contract for Pipeline AC & Telluric Mitigation Survey across EACOP facilities in Uganda. The EACOP Project involves the construction and operation of a buried 1,443 km cross-country heated pipeline transporting crude oil from Kabaale, Uganda, to Tanga, Tanzania's East coast for export. It spans 296 km across ten (10) districts in Uganda and 1,147 km across eight (8) regions and twenty-five (25) districts in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The Contractor shall provide specialized monitoring, AC mitigation, and technical advisory personnel to conduct AC corrosion assessments, telluric current monitoring, DC stray current verification, soil resistivity profiling, SoilData Decoder (SSD) validation, and mitigation modeling across 17 test facilities along the 393.4 km Uganda feeder line, 296 km export mainline and 97.4 km Tie-in/Feeder Line (46).

These surveys are established as a routine integrity activity, with the first in-service inspection campaign completed and followed by subsequent bi-annual surveys (at least 2) years, executed at sites designated by the Company.
Execution requires utilizing A/MPP/NACE certified specialists, synchronous data loggers, and modeling software in compliance with EACOP specifications and international standards, including ISO 15589, NACE SP21424, EN 50443, IEEE 81, ASTM G57.

MINIMUM REQUIREMENTS
Companies, organizations, or local joint ventures are invited to submit the following in support of their Expression of Interest:

  • Certified corporate registration documents, including a valid Trading License, Certificate of Incorporation or Registration, a recent search from the Uganda Registration Services Bureau (URSB), and evidence of current statutory particulars and filings under the Companies Act, 2012 and the Companies Regulations, 2023, as applicable to the legal form of the applicant.
  • Uganda Revenue Authority (URA) TIN registration and valid Tax Clearance Certificate (TCC).
  • Evidence of active registration on the Petroleum Authority of Uganda (PAU) National Supplier Database (NSD).
  • Statement of compliance with the Petroleum (Refining, Conversion, Transmission and Midstream Storage) (National Content) Regulations, 2016.
  • Valid operating licenses, safety accreditations, and technical authorizations relevant to corrosion engineering and electrical safety testing in Uganda.
  • Certified Quality, Health, Safety, and Environmental (QHSE) management systems complying with ISO 9001, ISO 14001, and ISO 45001.
  • Summary of relevant corporate experience, technical capabilities, and a proven track record in pipeline cathodic protection, AC interference mitigation, statutory test point monitoring, soil resistivity surveys, and telluric current monitoring.
  • Detailed CVs and certified qualification copies of proposed key personnel (2-man crew: AMPP/NACE credential).
  • Inventory list of company-owned equipment, including GPS-synchronized data loggers, soil resistivity meters, clamp meters, and relevant AC/Telluric modeling software licenses.
  • Proof of financial capacity, including audited financial statements for the last three (3) consecutive years.
  • Company policies on Anti-Corruption, Anti-Bribery, Compliance, Business Ethics, and Human Rights.

Companies, organizations, or local joint ventures with the required capacity are invited to submit an Expression of Interest (EOI) by email, including the listed documents, to procurement.ug@eacop.com (maximum size 20 MB) no later than 17:00 EAT on 24th October 2026. The email subject must be: REG-00001254 - Provision of Routine Inspection Contract for Pipeline AC & Telluric Mitigation Survey EACOP - Uganda.
EOI submissions must not exceed 20 pages and shall be submitted in the English language.

NOTE: EACOP LTD will review and assess the documents provided by companies, organizations or local joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local joint ventures will be included in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement, receive an invitation to bid as a confirmation of the Call for Tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having to give reasons to the company, organization or local joint venture concerned.
