Terms of Reference (ToR)/Scope– Development of Sign Language Enabled Technology (SLET) Software

German Leprosy and TB Relief Association (GLRA) is an International NGO that has been in operation in Uganda since 1961 with a focus of improving access to quality TB and Leprosy Services.

GLRA in Partnership with ABRAIN (Alpha Biomedical Research and Innovation Network Ltd) is implementing an operational Research Project on use of Artificial Intelligence (AI) in interpreting sign language in selected TB clinics in Kampala, Wakiso and Mukono Districts.

1. Background

The Sign Language Enabled Technology (SLET4TB) project aims to enhance accessibility of TB care services for Deaf and Hard-of-Hearing individuals in Uganda. SLET will provide real-time sign language interpretation through a digital platform, bridging the communication gap between patients and healthcare providers. The system is designed to improve TB diagnosis, treatment adherence, and health literacy, while also assessing scalability to other infectious diseases including neglected tropical diseases (NTDs).
GLRA therefore seeks the services of a consultant to help develop AI Based Sign Language Enabled Technology (SLET) Software as per the scope attached. Scope of consultancy

2. Objectives of the Assignment

  • To design, develop, and deploy a functional SLET mobile and web-based application with real-time sign language support.
  • To integrate AI-driven avatars and video call support for interpretation.
  • To ensure usability, accessibility, and security in line with healthcare standards.
  • To deliver a scalable, user-centered solution that can be tested in selected TB clinics in Uganda.

3. Scope of Work

The developer will:

  1. Software Design & Architecture
    • Define system architecture (frontend, backend, database, APIs).
    • Ensure interoperability with existing health information systems where applicable.
  1. Core Functionality Development
    • Develop modules for:
      • Real-time sign language interpretation (AI avatar + video call).
      • Patient registration and authentication.
      • Symptom reporting and communication with healthcare workers.
      • TB health education content adapted for Deaf users (The PI shall share these).
      • Explore offline functionality with synchronization when internet is available.
  1. Testing & Quality Assurance
    • May conduct usability testing with Deaf participants and healthcare providers if they need to have a deeper understanding of the performance.
    • Ensure compliance with data protection and confidentiality requirements.
    • Implement error handling, bug fixes, and iterative improvements.
  1. Training & Capacity Building
    • Train user representatives on system use.
    • Provide user manuals and quick reference guides in sign language video format.
  1. Deployment & Maintenance
    • Deploy the application on both Android and Web platforms.
    • Provide 9 months of technical support and maintenance post-deployment.

4. Deliverables and Timeline

The development of the SLET software shall follow a structured milestone approach over a 6-month period from the commencement date, with flexibility for iterative testing and feedback integration.

Submission of the finalized SLET software incorporating pilot feedback, documentation, and deployment materials

Post-Deployment Support

Continuous technical maintenance, debugging, and user support

Months 7–12

Any modification to the timeline must be communicated in writing and approved by the client(s).

The developer shall submit progress reports monthly and participate in review meetings where applicable with the project technical team.
