Consultancy Services for Construction Supervision, Eligibility Assessment, Feasibility Study and Detailed Design for Supply, Installation and Commissioning of Solar Photovoltaic Energy Packages for Water Supply Schemes

The Government of Uganda has received financing from the World Bank toward the cost of the Energy Access Scale-up Project and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include undertaking feasibility studies and detailed engineering designs of solar photovoltaic energy packages for 30 water supply schemes (under one 12-month contract); supervision of the supply, installation and commissioning of solar photovoltaic energy packages for 70 water supply schemes (under 2 separate 40-months contracts).
The Ministry of Water and Environment now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services
The shortlisting criteria are:
• Possession of experts qualified in project management, renewable energy, electromechanical engineering civil/water engineering environmental sciences and social sciences,
• Firm's experience in feasibility study and detailed design of solar photovoltaic energy packages for water supply schemes, and
• Firm's experience in engineering project management including the supervision of supply. installation and commissioning of solar photovoltaic energy packages for water supply scheme.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, July 2014 Revision ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
