  1. The Government of Uganda has received financing from the Africa Development Bank (AfDB) towards the cost of Upgrading of Namagumba-Budadiri-Nalugugu Road Project and intends to apply part of the proceeds of the Loan to payments for the Consultancy Services for Updating Gender Mainstreaming Tools and Data for Roads and Bridges.
    The Ministry of Works and Transport has leveraged this support window to review its Gender and Social Equity mainstrengthening tools for Roads and Bridges in specific to ensure they align with current best practices and the emerging Gender and Social Equity needs in Roads and Bridges Infrastructure Development. The revised catalogue of tools will support the relevant Government departments and agencies involved in Road and Bridges Infrastructure Development to effectively implement gender related safeguards across the roads sub-sector.

  2. The Service consists of review and update the Gender and Equity Policy Statements and Guidelines for Roads and Bridges in order to mitigate likely negative impacts that may result from road infrastructure development on the livelihoods of those living in line with national, regional and international best practices and the expected outputs of the assignment will include:
    i. Gap Analysis Report
    ii. Revised Policy Statements for Gender and Social Equity, including Older Persons and Persons with Disabilities Statement for Roads and Bridges;
    iii. Revised Guidelines for Gender and Equity, including for Older Persons and Persons with Disabilities for Roads and Bridges aligned to International Gender Standards such as those in the SDGs, the National Strategic aspirations in the NDP III and the Paris Development Model; and
    iv. An Updated Institutional and Implementation, and Monitoring & Evaluation Framework for implementing the Gender and Equity Policy Statements including the Older Persons and Persons with Disabilities Policy Statement for Roads and Bridges.
    v. Training report for the gender and social risk management workshop for the staff of the executing agencies and departments.
    vi. A Lessons learnt report documenting the entire process, including key findings, challenges, and recommendations.

  3. The Assignment will be completed within a period of six (6) months from commencement

  4. This assignment is restricted to firms registered or incorporated in an African Development bank (AfDB) member country.

  5. The Government of Uganda (GoU) through Ministry of Works and Transport (MoWT) now invites eligible Consultants to indicate their interest in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff, etc.). Consultants may associate or constitute Joint Ventures to enhance their chances of qualification.

  6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group-Funded Operations”, October 2015, which is available on the Bank’s website at http://www.afdb.org.

  7. Interested Consultants may obtain further information at the address below during office hours between 9.00 hours and 17.00 hours (local time) on working days.

  8. Expressions of Interest in English in one (1) Original and two (2) copies must be delivered on or before 26th March 2026 at 14.00hrs local time with the envelope or packaging clearly marked “Expression of Interest for Consultancy Services for Updating Gender Mainstreaming Tools and Data for Roads and Bridges”.

  9. Expressions of interest will be opened in the presence of the applicants’ representative who chooses to attend at the address below on 26th March 2026 at 14.05 hours
