Background
Johanniter International Assistance (JOHANNITER) is a German-founded non-governmental organization dedicated to providing humanitarian aid and development assistance in Latin America, the Middle East, South Asia and Southeast Asia and Sub-Saharan Africa with the vision of “Together with people all around the world, we are striving for a life in good health, with secure livelihoods and dignity; in times of crisis and for a better future.”

JOHANNITER works with home and host communities, IDPs and refugees in often in hard-to-reach places. JOHANNITER aims to leverage learning from different communities and cultures to create strong and impactful regional programmes to optimally address issues that usually transcend physical boundaries. JOHANNITER works with communities that are most vulnerable to shocks, addressing immediate needs as well as advocating side by side with them for basic rights related to food, water, and health.

JOHANNITER’s Programme Strategy focuses on three thematic areas: emergencies, health (including nutrition and WASH) and livelihoods. In addition, JOHANNITER has identified two core topics that should be addressed in all strategic programme objectives. These are climate change and gender equality.

JOHANNITER’s Strategic objectives;
• Communities affected by disaster and conflict survive and return to a safe and dignified life.
• Communities–especially children under 5 years old and pregnant and lactating women–attain better health and well-being through increased knowledge and improved conditions for healthy living as well as through receiving the most appropriate treatment for their illnesses.
• Communities are resilient and empowered to overcome challenges that could jeopardise their livelihoods and are less dependent on external support.

Purpose and Use of the Feasibility Study
In Uganda, JOHANNITER works with national partners and implements projects in the areas of health, nutrition, food security and livelihoods and WASH in Adjumani, Palorinya, Rhino Camp and Palabek settlements in the refugees’ hosting districts of Adjumani, Obongi, Madi Okolo and Lamwo respectively.
JOHANNITER Uganda Country Office is currently seeking the services of a qualified consultancy firm or individual consultant(s) to conduct a people-centred feasibility study with the objective of identifying a feasible project(s) in identified regions in Uganda that majorly targets refugees including urban refugees and vulnerable host populations. The study will focus on the refugee hosting districts of Isingiro (Nakivale refugee settlement) and KiKuube (Kyangwali refugee settlement) and Kampala (Makindye and Kawempe divisions). The study will equally focus on Mayuge and/or Luuka districts in the Busoga region (to be determined), with a particular emphasis on the key thematic target sectors of health, and nutrition, food security, livelihood, and Water, Sanitation, and Hygiene (WASH).

Objectives of the consultancy
The primary objective of this consultancy is:
Assess the feasibility of implementing a people-centred, sustainable and impactful project in the specified areas, taking into consideration the following key thematic sectors:
• Health
• Nutrition
• Food security
• Livelihood
• Water, Sanitation, and Hygiene (WASH)

Conduct a stakeholder analysis to understand the actors, needs, interventions, and gaps that exist in the specified areas in the thematic sectors through engagement of key stakeholders, including relevant government agencies, district local governments, the UN agencies, civil society organizations, national partners and the communities.

Scope of Work
The consultancy will encompass the following activities:
• Desk Review: Conduct a thorough review of existing literature, reports, and data related to the selected districts and thematic sectors.
• Stakeholder Consultation: Engage with relevant government authorities, local communities, humanitarian agencies, and other stakeholders to gather insights, needs, and perspectives.
• Assessment of Needs: Identify the specific local needs and challenges related to health, nutrition, food security, livelihood, and WASH in the target areas using various methodologies including:
• Market Analysis: Evaluate the market opportunities and constraints that may impact the feasibility of proposed projects in the specified sectors.
• Stakeholder mapping: Identify and map all relevant and major stakeholders based on their influence and interest in the thematic areas
• Technical Assessment: Assess the technical feasibility of proposed interventions and identify potential risks.
• Financial Analysis: Conduct a financial analysis to determine the estimated budget required for project implementation.
• Risk Assessment: Identify potential risks and mitigation measures associated with the proposed project(s).
• Sustainability and Impact: Assess the potential long-term sustainability and the expected impact of the proposed project(s) on the target communities.
• Data Analysis: Utilise quantitative data, qualitative data and SWOT analysis on the collected data to understand the potential and challenges of the proposed project(s)
• Reporting: Prepare a comprehensive feasibility study report using the OECD-DAC criteria, including findings, recommendations, and a detailed proposal with recommendations on the most viable district(s) of the targeted districts to implement the project and the key thematic sector(s) including integration where feasible.

Deliverables
The consultant(s) shall provide the following deliverables:
• Inception Report outlining the proposed methodology and work plan.
• Draft Feasibility Study Report for review and feedback.
• Final Feasibility Study Report incorporating feedback and recommendations.

Duration
The consultancy is expected to be completed within 40 working days from commencement of the contract period. The proposed commencement date is 10th January 2024.

Qualifications and Experience
The consultant(s) or consultancy firm should possess the following qualifications and experience:
A Ugandan National(s)
• The consultants should have a masters in one of the following related fields; health, nutrition, food security, livelihood and WASH.
• A Master's degree or higher in a relevant field, such as public health, development studies, and community development or any related fields in Livelihoods, WASH, food security.
• At least 5 years’ experience in conducting feasibility studies in developing countries including Uganda.
• Proven experience in conducting feasibility studies in the specified thematic areas of health, nutrition, food security, livelihood and WASH.
• Demonstrated expertise in project needs assessment, market analysis, and financial modelling.
• Familiarity with undertaking similar studies in the humanitarian and development contexts in Uganda.
• Strong analytical and report writing skills.
• Experience working with refugees and other vulnerable host populations.

Proposals should include the following:

• A cover letter describing the consultant's qualifications and experience,
• CVs of key team members, and
• 3 work-related references
• Academic certificates (Masters certificates)
• A technical proposal outlining the consultant's approach to the project, including the methodology they will use to conduct the feasibility study and a separate Time Schedule/Work Plan.
• A financial proposal detailing the consultant's fees including taxes for the feasibility study, costs associated with data collection and analysis, stakeholder consultations, and report preparation, including a detailed staffing schedule with related fees, per-diem, accommodation, travel, office expenditure, etc.

Selection Criteria
Submitted proposals will be evaluated based on the following weighted criteria
Technical proposal – 60%
Financial proposal – 40%
Note: The consultant is expected to work closely with JOHANNITER staff throughout the project. The consultant is expected to produce high-quality deliverables that are clear, concise, and easy to understand.
