1. The Ministry of Agriculture, Animal Industry and Fisheries has received financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project (UCSATP), and intends to apply part of the proceeds toward payments under the contract for the supply, delivery and commissioning of liquid nitrogen reservoirs and semen banks under lots 1 & 2.

2. Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) now invites sealed bids from eligible bidders for the supply, delivery and commissioning of liquid nitrogen reservoirs and semen banks under lots 1 & 2.

3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September, 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.

5. Interested eligible Bidders may obtain further information from Ministry of Agriculture Animal Industry and Fisheries, and inspect the bidding document during office hours from 0900 hours to 1700 hours at the address given below.

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of (Uganda Shillings Three Hundred Thousand only (300,000/=). The method of payment will be through the Bank to Uganda Revenue Authority. The document will be sent by email.

7. Bids must be delivered to the address below on or before 9th March, 2026 at 1100 hours East African Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The Bid envelope will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 9th March, 2026 at 1110 hours East African Time.

8. All Bids must be accompanied by a Bid Security” in the amounts of

   • Lot 1: 25,000,000/= (Uganda Shillings Twenty Five Million Only)

   • Lot 2: 70,000,000/= (Uganda Shillings Seventy Million Only)

   • NB: Uganda shillings or equivalent amount in a freely convertible currency for all the above lots.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
