Request for Expression of Interest (EOI) For the Provision of Livelihood Water Provision tendering job at East African Crude Pipe line

Invites experienced and reputable companies or organizations to express interest for Livelihood Water Provision Services along the East African Crude Oil Pipeline (EACOP).

The EACOP project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 km, of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) districts comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai, and Kyotera.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES

EACOP Ltd requires the services of experienced and reputable companies and/or organizations to undertake Borehole drilling, borehole rehabilitation, construction of valley tanks and social support services, within the project area in Uganda specifically undertaking;

  • Borehole drilling: Hydrogeological/Geophysical investigation to identify suitable sites for drilling with adequate and potable water, borehole drilling, development, surface completion, installation of the borehole, borehole handover to the community. The potential contractors should present a community engagement strategy covering all the phases stated.
  • Borehole repair/rehabilitation: Technical assessment of existing boreholes, well evaluation and rehabilitation. Potential contractors should present a community engagement strategy covering all the phases highlighted to accompany their proposal.
  • Valley tank Construction: Site feasibility study, catchment characterization, valley tank design, construction, and handover of completed facility to the community. During the feasibility and construction phase, the Contractors will be encouraged to use environmental and social impacts mitigation measures. During the feasibility phase, the contractors will be encouraged to conduct basic geotechnical assessments before designing the valley tanks. The proposal from the contractors should include a detailed community engagement strategy covering all phases. The phases are identification, design, constructions, hand over and operation of the valley tank.
  • Social support services: Should comprise all social engineering components that will support construction/rehabilitation/drilling works. The scope should cover Pre, during and post construction phases to ensure strong community ownership and governance structure of the water point including but not limited to stakeholders’ engagement, permitting process, land acquisition for the water point, operation & maintenance, develop training materials, support selection and training of water management committee. Monitor community usage and maintenance up to 6 months after completion.

MINIMUM REQUIREMENTS

Companies and/or organizations expressing their interest are invited to document their request and submit:

  • Technical experience, proven performance, proof of ownership of equipment and capacity in delivering and construction of boreholes and valley dams on a large scale in Uganda, in compliance with national and international standards.
  • Proof of a valid drilling permit, equipment, and valid registration to work in Uganda.
  • Key suitably qualified, experienced and lead personnel with capacity to deliver the required services.
  • Financial capacity to deliver the services, including submission of audited financial accounts for the last two years.
  • Proof of valid registration to the National Supplier Database (NSD) maintained by the Petroleum Authority in Uganda.
  • Proof of registration with the Uganda Revenue Authority (URA) and Tax Clearance Certificate for the latest year available.
  • Compliance with the Petroleum Midstream National Content Regulations, 2016.
  • Evidence of a Health, Safety, Security, Social, Environment and Quality Management system, organization, and process in compliance with applicable Local and Industry standards for similar works.
  • Proof of Anti-corruption, Anti-bribery, Compliance and Human Rights policies.

Companies with the ability, capacity, and resources to implement the activities listed above should express their interest by sending (together with the support documents requested above) an email to procurement.ug@eacop.com, (max. email size 20Mb) on or before 16:00 hours East African Time (EAT) 29th June 2023.

Statements of EOI should be no more than ten (10) to twenty (20) pages long. All Expression of Interests should be submitted in English Language.

Note: The EACOP project will review and assess the documents provided by the interested companies to derive a list of prequalified companies. Only prequalified companies will receive, subject to signature of a Non-Disclosure Agreement (NDA), an invitation to submit bids in furtherance of the call for tender process.
