The Government of the Republic of Uganda through the Ministry of
Gender, Labour and Social Development has received financing from
the World Bank towards the cost of the Generating Growth Opportunities
and Productivity for Women Enterprises (GROW) Project, and intends
to apply part of the proceeds for eligible payments under the contracts
that may be awarded under the Framework Agreement (s) for Detailed
Design and Construction Supervision for Common User Production
Facilities Supporting Women Enterprises conducted pursuant to this
RFP Primary Procurement.
The Procuring Agency is undertaking the Primary Procurement with a
view to concluding Framework Agreements. The Procuring Agency is the
sole coordinator of the framework agreements. The Procuring Agency now
invites proposals to provide the following consulting services (hereinafter
called “Services”) pursuant to a Framework arrangement for Detailed
Design and Construction Supervision for Common User Production
Facilities Supporting Women Enterprises. More details on the services
are provided in the Terms of Reference (Section 6).
The selection of the Framework Agreement Consultants to be awarded
a Call-off Contract will be done through a Secondary Procurement
described in the Framework Agreement. However, the provision of a
Framework Agreement shall not impose any obligation on the Procuring
Agency, including participating clients, to procure the consulting services
under a Call-off Contract. The conclusion of Framework Agreement does
not guarantee that a Consultant in the framework agreement will be
awarded a Call-off Contract.
A firm will be selected under Quality-Based Selection (QBS)
procedure, in accordance with the World Bank’s Procurement Regulations
for IPF Borrowers November 2020 (“Procurement Regulations”), which
can be found at the following website: www.worldbank.org. Financial
proposals will be requested only at the secondary Procurement
stage.
The attention of interested Consultants is drawn to Section III, paragraphs,
3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for
Investment Project Financing (IPF) Borrowers dated November 2020
(“Procurement Regulations”).
Consultancies may associate with other firms to enhance their qualifications
but should indicate clearly whether the association is in the form of a
joint venture and/or a sub-consultancy. In case of a joint venture, all the
partners in the joint venture shall be jointly and severally liable for the
entire contract, if selected.
The solicitation document in English may be purchased by interested
Consultants on the submission of a written application to the address below
and upon payment of a non-refundable fee of UGX: 100,000/- (Uganda
Shillings One Hundred Thousand Only). The method of payment will be
a bank advice Form (IPF) payable through any commercial bank.

Proposals must be delivered in a sealed envelope to JP- Floor Procurement
and Disposal Unit (PDU) not later than Tuesday, 29th November, 2025
at 11:00am. Late Proposals will be rejected. Consultants may make
arrangements to deliver their Proposals by courier services however, no
liability will be accepted for loss or late delivery. Proposals will be opened
in the presence of the Consultants’ representatives who choose to attend
at the PDU Board Room, 1st Floor, at 11:15am
