1. BACKGROUND
This EU funded Twinning Project UG 23 NDICI FI 01 25 is under implementation of the Supreme Audit Institution of Poland / Najwyższa Izba Kontroli / NIK Poland, Member State Partner, and the Office of the Auditor General of Uganda / OAG, the Beneficiary of the Project.

The objective of the Project is to strengthen the institutional, managerial and technical capacity of the OAG to conduct high-quality, impact-driven audits in line with international standards and best practices. 

To support the implementation of selected Project activities, which are primarily carried out at the OAG, namely at the Audit House, Plot 2C, Apollo Kaggwa Road, Kampala, Uganda, or at any other location reasonably required for the proper implementation of the Project, NIK Poland intends to engage an independent service provider (RTA Assistant) to deliver administrative, coordination and communication support services to the RTA.

2. SCOPE OF SERVICES
The selected RTA Assistant shall deliver to the RTA the following services and outputs: 

  • Administrative assistance to the Resident Twinning Adviser (RTA) during the whole implementation of the Twinning Project and support to the effective delivery of the Twinning Contract mandatory results.
  • Ensuring a good flow of communications and coordinating different Twinning partners.
  • Administrative support to the MS Experts involved in short-term working missions (including via videoconferencing tools) to Uganda within the Project’s framework.

Specifically, office management and administrative services and outputs include: 

  • Providing support to the preparation and delivery of working activities as foreseen in the Twinning Contract, including organization of training sessions, conferences, expert missions etc. and related administrative tasks and arrangements (such as venue and hotel bookings, conference facilities, hospitality services, procurement of supplies, and airport transfers for visiting experts and stakeholders).

Preparing required documentation for Experts’ missions and other materials: Mission Certificates, Side Letters, record‑keeping and document management, travel arrangements for the Project Leader, and administrative handling of RTA‑related and  Project implementation expenses.

  • Supporting the RTA in management and control of the Project budget and quarterly reports.
  • Providing IT, logistics and administrative support to training sessions, workshops, seminars and events in general, also in connection to its organization and financial/administrative management.
  • Drafting and editing relevant Twinning Project documents in English language.
  • Taking minutes of meetings, Steering Committees, workshops etc. and preparing notes and summary records.
  • Supporting the RTA in his liaison with the Delegation of the European Union to Uganda and all relevant national institutions.
  • Other duties and ad hoc support to the RTA including advice and guidance on local issues.
  • Social media management and implementation of communication and visibility activities.
  • Supporting the RTA in translation and interpretation, if and when needed.
  • Working on travel arrangements and meetings arrangements for the Project Leaders, RTA, the Short-Term Experts and other Twinning partners’ representatives involved in the Project.

3. QUALIFICATIONS AND EXPERIENCE REQUIRED
The candidate is expected to be an individual with excellent written and oral communication skills as well as the ability to work closely with the Project Leader (PL), the RTA and the team of experts. 

The RTA Assistant shall not have been in any contractual relation with the Beneficiary Country (Uganda) public sector during at least the 6 months preceding his/her hiring.

Required skills and experience:

  • University degree or equivalent qualification in Public Administration, Management or any other discipline relevant for the position.
  • Minimum 3 years of general professional experience.
  • Excellent drafting abilities.
  • Capacity to maintain effective document and record management.
  • Organizational capacities.
  • Fluency in both written and spoken Swahili and English languages.
  • Good computer skills, including MS applications (Word, Excel, Outlook and Power Point) and online communication tools (e.g. Zoom).
  • Good skills of social media, conferencing platform, cloud storage etc.
  • Excellent communication and interpersonal skills.
  • Excellent team working abilities is essential together with an innate diplomacy.
  • Strong sense of initiative and responsibility.
  • Ability to cooperate smoothly in the multicultural environment.
  • Medical fitness to perform the duties of the position.

The following criteria will be considered an asset to the present position:

  • Relevant experience in administrative/secretarial roles within EU-funded or international cooperation projects.
  • Familiarity with EU policies and institutions, knowledge of the Twinning Manual.
  • Experience working with international organisations, embassies, development partners or public sector institutions.
  • Experience organising meetings, workshops, missions and logistics for international experts.
  • Experience in English/Swahili language support, translation or interpretation.
  • Practical experience in using IT tools supporting project administration and coordination, such as document management systems or basic project coordination tools (e.g. SharePoint, MS Teams).

4. WORKING ARRANGEMENTS
The engagement does not constitute employment.

The RTA Assistant shall act as a self‑employed independent contractor and shall bear sole responsibility for her/his: income tax, social security contributions, medical and insurance coverage, any other statutory obligations under Ugandan law.

The contract will be signed by both parties: NIK Poland and RTA Assistant for the remaining implementation period of the Project. The payments will be done according to the terms of the contract for services.
