JOB DETAILS:
Resource Mobilization and Partnerships Specialist

You would be responsible for:
Partnerships Management and Development
• Assess implications of new policy developments and strategies on partnerships, and ensuring their integration into the country programme. Provides technical support to the development of relevant advocacy and policy documents to address UNFPA mandate areas. Provides technical support to programme officers and implementing partners to identify resource gaps and partnership opportunities for program development, and provide technical input to the development of resource mobilization documents.
• Lead in the development, implementation and monitoring of the Country Office Resource Mobilization and Partnership strategy and plans.
• Develop and update a resource mobilization plan with a pipeline for the office proactively collecting intelligence and information from both traditional and non-traditional donor engagements and identifying entry points and opportunities for UNFPA.
• Oversee achievement of partnerships and resource mobilization results by ensuring that monitoring and oversight mechanisms are established and implemented
• Lead in the scanning of Partners and Donors at Country, Regional and Global level and maintain a donor and partnership engagement plan and directory.
• Advance key relationships to strengthen positioning and elevating UNFPA Uganda with Corporates, Civil Society, Academia, Bilateral and Multilateral donors and partners.
• Maintain and strengthen relationships with a wide range of partners to optimize Innovative Financing opportunities and support business development activities for Innovative Financing in preparation for SDG Financing and the Strategic Investment Facility.
Partnerships and Communications
• Lead the CO’s communications work ensuring increased visibility for the ICPD mandate and UNFPA and establish strong engagement and rapport with media networks and organizations.
• Establishing and maintaining mutually respectful relationships with strategic partners, development partners, UN agencies and implementing partners and other duty bearers in the Region to facilitate timely and efficient delivery of programmes
• Lead the development of project proposals, resource mobilization, donor reports and other related documents; liaise and coordinate with donors, development partners, government and other relevant stakeholders
• Working with programme managers for quality donor reports in the DARTS and other platforms.
• Work with the media to publicize UNFPA’s work and achievements, to disseminate UNFPA’s results in the media while celebrating the value of partnerships in achieving these.
• Support accountability and programme visibility for UNFPA programmes in the country, in alignment with donor signed agreements. Provide leadership in demonstrating UNFPA’s work to the district local governments and local development partners to enhance goodwill and partnership.
• Lead initiatives for documentation and knowledge sharing relating to resource mobilization including: compilation of abstracts and presentation at conferences and other fora, Donor Briefing notes, Talking points and documentation of a good practice every year, organizing in-country knowledge transfer events for key actors, and participation in relevant south to south exchange activities
Knowledge Transfer and Management
• Lead capacity assessment of the Country Office in Resource Mobilization and Partnerships including Portfolio Compliance Management
• Facilitate capacity development planning and implementation with the Regional Office
• Monitor implementation of Capacity development plans
• Develop Donor and Partnership engagement training tools
• Facilitate the Due diligence process
• Liaise with Budget Holders to ensure donor management and ensure on time submission of key Corporate grant documents as per agreement with donor (semi and annual reports, midterm and final evaluation reports, quarterly financial reports etc)
• Actively participate in the evaluation and documentation of program results in the country, best practices and lessons learned and effectively share these with relevant partners to inform programming, policy and advocacy.
Administration, Management and Representation
• Lead the RM, Innovation & Strategic Communications Unit of the CO and supervise a team.
• Facilitating professional development of staff and instilling a culture of learning in the unit.
• Represent UNFPA at key events where required, with regard to UNFPA’s mandate, including field visits by government and donors, international days and policy formulation fora.
General Support
• Stand-in for other Programme team members on selected functions as may be required.
• Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience:
Education:
• Masters Degree degree in health, population, demography, development, gender, law and/or other related social science field.

Knowledge and Experience:
• At least 5 years of increasingly responsible professional experience in the field of development and population activities;
• Work experience in partnership development, fundraising, resource mobilization preferred
• General understanding of the field of Gender, Youth Development, Sexual and Reproductive Health and Rights is desirable
• Experience in programme/ project management including experience in large multi-sector programmes;
• Excellent communication skills and experience with management of staff in multi-locations.
• Specialized knowledge and experience within Health Systems Strengthening and integrated SRHR/GBV/HIV approaches is desirable.
• A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Uganda will be an added advantage
• Demonstrated ability to work in and lead a team

Languages:
• Fluency in English; knowledge of other official UN languages, preferably French is desirable.
