JOB DETAILS:
Overview:
IBTCI is seeking a Senior Evaluation Specialist for an upcoming USAID/Uganda Monitoring, Evaluation Learning and Strategic Information (MEL-SI) platform operating out of Kampala, Uganda. The general objectives of this project include: strengthening evidence-based programming within USAID/Kampala and among implementing partners in support of the country’s development cooperation strategy; implement a comprehensive management and reporting system; support the Government of Uganda information systems pertaining to orphans and vulnerable children; and analyze the effectiveness and sustainability of initiatives pertaining to gender, equity, social inclusion, localization, climate resilience, and private sector engagement. This position is contingent upon award. Uganda citizens and residents are encouraged to apply.

Responsibilities
Essential Duties/Tasks and Responsibilities:
• Responsible for the design, coordination, management and quality control of all evaluation activities, special studies and assessments associated with the MEL SI platform.
• Develop scopes of work, recruit and guide consultants and staff involved in the implementation of evaluations, research activities, special studies and assessments.
• Contribute substantively to research protocols for the implementation of evaluations, assessments and other research activities including the definition of needed methods (research design, sampling, data collection tools, field testing, procedures), and the definition of quality control procedures.
• Lead the development of data analysis plans for evaluations, special studies, and assessments.
• Contribute to the definition of SOWs for external evaluations that may be conducted for any project funded by USAID/Uganda, particularly those in the health sector and covering HIV/AIDS, reproductive health, TB, malaria and maternal and child health.
• Contribute to the extraction, cleaning, integration, analysis, and interpretation of findings of evaluations, special research activities and assessments funded by USAID/Uganda including those associated with effectiveness and sustainability of gender, equity, social inclusion, climate resilience, localization and private sector engagement.
• Participate in the preparation of all reporting required by the USAOD/Uganda Mission including monthly, quarterly, semi-annual, and annual reports.
• Responsible for high quality and timely hard and soft deliverables including evaluation work plans, inception reports, evaluation design, Survey Briefings, Evaluation Reports and Presentations.

Qualifications
Minimum Requirements:
• At least 7 years of relevant prior experience evaluations preferably in Africa in health sector programming.
• At least 5 years of project management experience.
• Familiarity with USAID’s objectives, approaches, and operations, particularly asthey relate to performance and impact evaluations.

Education: Master’s degree in public health, social science, international development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required.

Preferred Knowledge, Skills and Abilities:
• Project or program management, with remote management experience a plus.
• Previous experience on a USAID-funded award.
• Have knowledge and experience in performance and impact evaluation designs, methodologies and practical applications, including baseline data collection methodologies.
• Prior experience working in Mali preferred.
