REQUEST FOR EXPRESSION OF INTEREST
SPECIALIZED ROAD TRANSPORT SERVICES FOR HLOOG CARGO AND LINE PIPES FOR EACOP REFFERENCE NO. AGL-UGA-OG-PRC-F-0001 EOI 002
Africa Global Logistics Uganda Limited as the Main Logistics Contractor for the EACOP Project, invites experienced and reputable transport companies and/or entities to express their interest in providing land transportation services to the East African Crude Oil Pipeline (EACOP) project. The EACOP project involves the construction and operation of a cross-border heated pipeline to transport crude oil from the Central Processing Facility located in Hoima to the eastern coast of Tanzania. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongolean, Tanga Region in Tanzania. The length of the pipeline is 1,443 km, of which 296 km will be in Uganda.

HLOOG - Heavy Lift & Out of Gauge Cargo Transportation services
We have several HLOOG Cargo that shall require transportation from the Port of Dar es Salaam, Tanzania to be delivered to project sites in Hoima, Mubende, Sembabule or any other locations within Uganda. HLOOG cargoes shall included but not limited to pumps, generators, pre-fabs that are currently under procurement. Cargo details and specifications shall be provided to subcontract companies or individuals awarded HLOOG transport contract prior to mobilization.

Required HLOOG transportation services shall include, but are not limited to the following:
• Road transportation of breakbulk cargo, containerized cargo, heavy-lift and out of gauge (HLOOG) goods and all other goods allocated for EACOP project from Tanzania locations to the assigned delivery locations in Uganda.
• Ensuring that each truck shall always be driven by qualified, experienced (minimum 5 years) and certified by a recognized accreditor.
• Monitoring and controlling of all inland transports there by ensuring that HSE standards and all applicable regulations are always adhered to.
• Ensuring that all inland transports (whether owned by Contractor or its subcontractors) are roadworthy, have valid licenses and independent test certificates, all necessary permits and insurance, and are properly always maintained. All breakdowns will be promptly corrected.
• Trucking of goods shall always comply with both EACOP project land transport standards and requirements.
• Ensuring that all vehicles shall carry all necessary insurances (vehicle, driver, and third-party responsibility)
• Ensuring that goods are properly secured. Contractor is in charge to provide all lashing/securing equipment and to control its conditions and certifications validity. •Ensuring that each vehicle is compliant with all standards and specifications stated below and equipped with IVMS device, priority to be given to Mix Telematics as it provides required information for project.
• Ensuring that copies of all appropriate and necessary documents including Journey Management Plan, Vehicle/Cargo HSE inspections checklist always accompany cargo
• while in transit.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:
Interested Ugandan Individuals and companies with specialized equipment, trucks and trailers able to provide road transport services from locations within Tanzania and deliver to EACOP project locations/sites are hereby invited to submit written expression of interest on any of the below transportation services to Africa Global Logistics Uganda Limited.
• Assess cargo, determine if special/additional work is required and conduct road surveys/analysis, technical transport drawings where applicable. If civil engineering works are required contractor shall only liaise with relevant parties including public authorities (who issue necessary authorisations, etc) and/or private sector companies.
• Applying special loads permit for special loads/Heavy lift/Out of Gauge and arranging necessary escorts as per applicable laws and special loads regulations.
• Ensuring night driving is not allowed except for specific, authorised or emergency movements, No night time driving is permitted unless dispensation given by EACOP representative in writing.
• PUF Line pipe (18-meter) Transportation services
• Line pipes will be required for road transportation from TIS Plant at Tanzania and shall be mobilized from Isaka for delivery to marshalling yards in Uganda, specifically to sites in Kyotera Rakai District, and any other locations in Uganda like Hoima, Mubende and Sembabule depending on EACOP company transport instructions.
• PUF line pipes shall require to be transported aboard a specialized 18m trailer, not common in EAC Transport market as 60ft trailers are the only trailers considered to safely transport over 23.000 EACOP Project line pipes.

Required Line pipe transportation services shall include, but are not limited to the following:
• Road transportation of out of gauge (18m) line pipes from TIS Plant at Isaka, Tanzania locations to the assigned delivery locations in Uganda.
• Ensuring that each truck shall always be driven by qualified, experienced (minimum 5 years) and certified by a recognized accreditor.
• Monitoring and controlling of all inland transports there by ensuring that HSE standards and all applicable regulations are always adhered to.
• Ensuring that all inland transports (whether owned by Contractor or its subcontractors)
• are roadworthy, have valid licenses and independent test certificates, all necessary permits and insurance, and are properly always maintained. All breakdowns will be promptly corrected.
• Trucking of goods shall always comply with both EACOP project land transport standards and require-ments.
• Ensuring that all vehicles shall carry all necessary insurances (vehicle, driver, and third-party responsibility)
• Ensuring that line pipes are properly secured. Load 6-line pipes per truck in a 3/2/1 loading method.
• A minimum of three brackets (horizontal pillows/saddles) will be secured on the trailer by the either welding or bolting and provide a minimum clearance of 200mm between the pipe bottom and trailer.
• Ensuring that each vehicle is compliant with all standards and specifications stated below and equipped with IVMS device, priority to be given to Mix Telematics as it provides required information for project.
• Ensuring that copies of all appropriate and necessary documents including Journey Management Plan, Vehicle/Cargo HSE inspections checklist always accompany cargo while in transit
• Line pipes shall be transported in a Convoy comprising of two escort vehicles, 1 at rear side and 1 in front to ensure maximum safety throughout the journey.
• Applying special loads permit for special loads/Heavy lift/Out of Gauge and arranging necessary escorts as per applicable laws and special loads regulations.
• Ensuring night driving is not allowed except for specific, authorised or emergency movements. No night time driving is permitted unless dispensation given by EACOP representative in writing.
