NATIONAL COMPETITIVE BIDDING (NCB)

UNDER THE BUSINESS, TECHNICAL, VOCATIONAL EDUCATION & TRAINING SUPPORT PROJECT

1. The Government of Uganda has received financing from the Islamic Development Bank (ISDB) toward the cost of the Business, Technical & Vocational Education and Training Support Project under Loan Agreement No.1022, and intends to apply part of the proceeds of this loan toward eligible payments under the contracts for which this bid Notice is issued.

2. The Ministry of Education and Sports (MJCSt), the Executing Agency for the Project, now invites sealed bids from eligible holders with demonstrated past experience in the Supply and Delivery of Institutional Furniture, to be delivered to Nine Technical Institutes listed below:

   • Minakulu Technical Institute in Oyam District

   • Moyo Technical Institute in Moyo District

   • Moroto Technical Institute in Iwaba District

   • Biernoho War Memorial Technical Institute in Kakumiro District

   • St. Kirato Technical Institute in Masaka District

   • Kaibas Technical Institute in Kaibas District

   • Malware Technical Institute in Busa District

   • Mokoko Memorial Technical Institute in Mayuge District

   • Lutunu Technical Institute in Samabadirub District

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in ISDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing 2019 – Revised 2023 (“Procurement Guidelines”), and is open to all eligible holders as defined in the Procurements Guidelines. In addition, please refer to paragraphs 13.1-13.5 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth ISDB’s policy on conflict of interest.

   milton.ndyanmba@education.go.ug and inspect the bidding documents during office hours (Monday-Friday) 0900 to 1700 hours, local time at the address given below.

5. A complete set of bidding documents in English may be purchased by interested eligible holders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of UGX 200,000 (Uganda Shilling Pro Hundred Thousand Days). The method of payment will be by payment to a designated Bank using a Bank Payment Advice Forms obtained from the Ministry of Education and Sports, King George VI Way, Embassy House, Kampala. The bid document will be placed by the bidder on the address below.

6. Bids must be delivered to the address below on or before 14:00hres local time December 11th, 2025. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the holders’ designated representatives and anyone who chooses to attend at the address below, on 14:30 hours, local time on December 11th, 2025.

7. All bid must be accompanied by a bid Security of UGX 35,000,000 (Uganda Shillings Thirty Five Million Only).
