JOB DETAILS:
CONNECT Girls Center PROJECT
The goal of HealthPartners CONNECT Girls Center (CGC) is to increase demand for and access to care in a health system that is responsive to all people including girls and young women age 10-24 in the Western, Northern, Eastern and Central regions of Uganda. Partnerships within the enabling environment range from schools and employer groups to care providers, member elected boards to district and national religious and political leaders to regulatory authorities with local leadership informing priorities and strategies as partners learn and adapt to increase outcomes and impact while reducing development cost. Lessons learned are shared with local stakeholders and international development partners to make it easy for partners to adopt promising practices.

RESPONSIBILITIES
• Coordinate plans for MTIC to lead governance self – reviews to identify gaps and come up with action plan to close the gaps.
• Boards review and communicate progress toward their plans with providers and members each quarter
• Facilitate MTIC training for cooperatives
• Board election process includes communication of candidates to all members before elections
• Report that shows members had an opportunity to vet and question board candidates before elections
• Engage the MTIC and District Commercial Officers (DCOs) in all activities following their directives to support a locally responsive and effective sustainable system
• Build cooperative and pre-cooperative stakeholder capacity and motivation to keep members informed and in control
• Share reporting templates and mentor boards to keep members informed and in control under the leadership of MTIC
• Track and maintain complete files of reports from cooperatives
• Train cooperative board members and cooperative coordinators in work planning and budgeting
• Support planning for collecting shares and dues
• Review bank statements and quarterly meeting minutes to ensure dues are banked and activities carried out
• Attend legally required cooperative activities (ie: quarterly meetings, AGM) to verify they’ve taken place
Provide training and support where needed to ensure coop BODs have capacity to carry out activities
Build board capacity to conduct quarterly review meetings in compliance with MTIC requirements.
• Meeting minutes show quarterly income and expenditure summary reports with original, signed, dated bank statements.
• Provider support supervisions result in improved financial performance and increased membership
• Verify records shared to ensure accuracy of data
• Schedule MTIC officials to lead training based on their audit findings and self-assessment results.
• Facilitate MTIC activities: plan ahead, make sure objectives and deliverables are measurable, and submit reports within 5 days after each activity.
• Maintain momentum by facilitating providers quickly through the pre-cooperative and registration processes
Participate and lead staff meetings
Participate in Stakeholder and partner meetings
Work closely with the Provider relations team to identify and support providers ready for registration.
Lead engagements with assigned districts including participation and support to District events, reporting to districts and negotiating MOUs and ensuring MOUS are signed
• Submit monthly reports documenting goals, activities, opportunities and challenges.
• Document what has been tried, what works, what doesn’t, lessons learned and recommendations to improve project impact each month.
• Contribute to team efforts; and activities; leading some district events and meetings
Turn in timely, accurate receipts for time spent and all expenses incurred. Timesheets submitted on time

REQUIRED QUALIFICATIONS:
1. Bachelor’s degree in education, social works and social administration, development studies, or related field.
2. Experience training trainers and ability to train using measures of success that show participants have learned the stated objectives of training.
3. Demonstrated ability to set goals and follow through complex processes to achieve them.
4. Passion for learning with a keen interest in leading an iterative process of learning and adapting to replace what doesn’t work well with strategies that lead to measureable results.
5. Experience tracking data results over time and using data to improve processes and systems.
6. Ability to identify win-win opportunities to develop effective partnerships.
7. The successful candidate will possess excellent written and verbal communication skills.
8. The ability to prioritize, follow through to achieve results and handle multiple tasks simultaneously are important in this role.
9. The candidate must be well versed in governance and board relations having served on at least three boards personally.
10. This position may be based in Mbarara or Kampala with ability to travel to Gulu and Mbale required.

The Technical Advisor Governance reports to the Deputy Chief of Party.
