Background: The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflicts and disasters to survive, recover, and gain control of their lives. Scope of the assignment

The selected consultant will be tasked to develop a detailed GIS mapping and spatial analysis of IRC's Uganda current service delivery points and office locations spread across the country for easy reference to our clients and partners in line with our SAP mandate. The service delivery points may include and are not limited to:

  1. Health facilities
  2. Women and girls' safe spaces
  3. Information and support centers
  4. Primary schools

The successful consultant will therefore be expected to generate GIS web maps that we can use to visualize our service delivery points and potentially help with program integration and provide clear understanding or awareness of where IRC's services are located across the country for our targeted client's referral and implementing partners to avoid any unintended duplication of services. The IRC currently delivers services in refugee settlement and host communities in Abim, Amudat, Arua, Kaabong, Kampala, Karenga, Kiryandongo, Kotido, Kyegegwa, Lamwo, Moroto, Nabilatuk, Nakapiripirit, Napak and Yumbe districts in Uganda.

 

Objective of the Assignment

Overall Objective: Generate a GIS map for all IRC's service delivery points and offices in the country for easy visualization to staff, clients and implementing partners.

Specific Objectives:

  1. Identify all service points for IRC program delivery in the country
  2. Obtain GIS data/generate GIS coordinate system for all fixed service points
  3. Create web maps and upload to ArcGIS online
  4. Visualize all services points on a map for future reference and export to PDF. (Create an interactive map with all IRC programs and sites complete with different layers as will be guided by IRC but not limited to location name, type of service, available data on client etc)
  5. Orient/train key IRC staff on use and interpretation of the GIS maps

Assignment Deliverables

a) Inception report with methodology, which details how the assignment will be undertaken including the tools for data collection, which shall be approved by IRC before use.

b) Detailed work plan that presents the proposed activities and milestones. c) Draft GIS mapping for review by IRC.

d) PowerPoint presentation to IRC and a report of the feedback given during the session.

e) Final report that incorporates input from IRC and presents the process (Methodology), summary of the findings, service points and offices mapped, coordinates and web maps. Provide all GIS shapefiles, vector files and CSVS in raw format.

f) Orientation/training schedule for key staff on GIS mapping and interpretation.

Skills and Experience

This assignment will be conducted by individuals, a firm/organization with the following qualifications:

a) Staff with demonstrated experience in GIS mapping and spatial analysis in refugee settlements and host communities

b) Good understanding of Uganda context and IRC sectors

c) GIS mapping certifications

d) Excellent communication skills

e) Good writing, analytical, synthesis and presentation skills

f) Familiarity with implementing NGOS is preferred especially in humanitarian context

g) Good organizational skills and ability to meet deadlines

Confidentiality of Information: All materials, data, content and output associated with this assignment will be the property of the IRC and will be treated as confidential and used solely to facilitate analysis.

Assignment Timeline: This assignment is intended for delivery in January- February 2023 and within 30 days from the time the contract is signed with the successful applicant. Actual timeline will be developed after discussion with the selected individual or institution. Applicants are therefore highly encouraged to confirm immediate availability in their applications.

d) Summary of the proposed methodology including the work plan

e) Financial proposal with daily costs and total costs for the assignment f) Contacts of 3 professional organizations that have recently contracted the consultant(s) or firm to carry out similar assignments
