JOB DETAILS:
The GIZ Sanitation for Millions implements initiatives to improve access to safe, adequate, and equitable urban sanitation and hygiene, especially for disadvantaged and vulnerable population groups. Sanitation for Millions is currently executing a 3-year programme that operates in the towns of Anaka, Amuru, Olwiyo and Purongo in northern Uganda and at national level with the Ministry of Water and Environment and other collaborative ministries to ensure a functional and sustainable urban sanitation service chain. GIZ is recruiting a Water and Sanitation, Water Resources Advisor (Financing and Faecal sludge management - FSM) to support the implementation of its programme.

Key Responsibilities
The Water and Sanitation, Water Resources Advisor will be in charge of; Development of innovative financing modalities for the sanitation and hygiene related private sector players like households/landlords, suppliers, construction companies & individual entrepreneurs on toilet construction, toilet emptying, and transport business and equipment supplies. Those modalities can be full and/or semi-market based for broad uptake by institutions, communities and households including disadvantaged and vulnerable groups (e.g., urban poor, women, children, people with disabilities, internally displaced persons, migrants, ethnic minorities) in the northern Uganda small towns of Anaka, Amuru, Kochgoma, Purongo, Olwiyo (Anaka FSM cluster)
The Water and Sanitation, Water Resources Advisor performs the following tasks:

Specific Tasks
• Conduct various assessments on ability and willingness of customers, financing demands of private businesses and business opportunities in the financing sector (macro, micro, nano) for the safely managed urban sanitation chain (FSM system). Regulation of service providers: Work on tariff setting for sanitation services in the selected small urban centres within the Anaka cluster with the objective to define and possibly test options reaching middle to low-income earners.
• Provide support to sanitation marketing/demand creation campaigns based on the developed financing concepts
• Support to the establishment of a market sensitive faecal sludge management
• service within the Anaka cluster building on previous lessons from the Apac cluster Capacity building: Support capacity building measures of the various stakeholders including private sector actors to improve their ability to access financing Providing professional advisory services to and cooperate with a broad range of target groups, including private sector, local government units, Ministry of Water and Environment (MWE), other responsible line ministries and civil society Integrate innovative approaches and digital solutions as enablers to sanitation solutions
• Identifying and managing external support including designing terms of reference, selection and supervision of implementation partners in the course of carrying out project activities.
• Monitoring, evaluation and reporting of project activities in line with GIZ and partner requirements.
• Support knowledge transfer between different GIZ Water and Sanitation Programmes, partner organisation and institutions across (East) Africa, Asia and other regions
• Coordination and regular virtual exchange with Sanitation for Millions in partner countries.
• Represent the project at sector coordination engagements including but not limited to FSM, market-based sanitation, national sanitation working group, steering committee meetings and any other as agreed with line manager
• Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve program objectives
• Knowledge management as well as good public relations and documentation, both in Uganda and in cooperation with GIZ Headquarters.

Other Duties/Additional Tasks
• Performs other duties and tasks at the request of management.

Required qualifications, competences, and experience. Qualifications
• Bachelor's degree in Financing and/or related studies in Entrepreneurship, Economics, Business development, Management Public Health, Development Studies, or another relevant technical field,

Professional experience
• Minimum of 5 years of professional hands-on experience in Uganda on financing and business development including the area of services for the urban poor Minimum of 5 years working experience in supporting private sector on financing and market development.
• Excellent knowledge of the Ugandan financing institutions and business sector • Excellent knowledge of small towns and approaches for small town interventions. Expert knowledge in market-based sanitation and sanitation marketing
• Past experience in working with international development partners/donors/NGOs is an advantage.

Other knowledge, additional competences.
• Demonstrable capacity for self-organization and the ability to take the initiative with minimal supervision and project monitoring and evaluation experience.
• Networking skills and innovative competences
• Dynamic and excellent reporting and oral presentation skills.
• Working knowledge of modern telecommunication systems and IT-know-how (e.g. MSOffice and virtual working platforms).
• Good communication and mobilisation skills.
• Team player in multi-cultural and inter-disciplinary team.
