Job Purpose
The Weighbridge Manager (English–Chinese Speaking) is responsible for the overall supervision and management of both the Raw Materials Weighbridge and the Clinker Weighbridge operations to ensure accurate weighing, recording, reconciliation, and reporting of all inbound and outbound materials. The role oversees the receipt of raw materials such as limestone, coal, gypsum, diesel, and other supplies, as well as the dispatch and transfer of clinker and finished products, ensuring inventory accuracy, operational efficiency, and compliance with company procedures.
The position is also responsible for maintaining robust internal controls, preventing material losses, supporting production and logistics planning, and ensuring seamless coordination among the Mining, Production, Logistics, Commercial, Warehouse, and Finance departments. Additionally, the role serves as a communication bridge between Chinese expatriate staff and local employees by providing English–Chinese translation and interpretation support to facilitate effective operational management and reporting.
Key Duties and Responsibilities
Weighbridge Operations Management
- Manage the day-to-day operations of the weighbridge and ensure all vehicle movements are accurately recorded.
- Supervise the weighing of inbound and outbound materials, including limestone, clinker, gypsum, coal, diesel, spare parts, and other operational materials.
- Ensure all weighbridge transactions are completed accurately and in accordance with company procedures.
- Monitor weighbridge performance and ensure continuous operational efficiency.
Inventory Control and Reporting
- Maintain accurate records of all material receipts, dispatches, and stock movements.
- Reconcile weighbridge records with production, logistics, warehouse, and sales data.
- Prepare daily, weekly, and monthly weighbridge and inventory reports.
- Investigate and resolve discrepancies in stock, deliveries, and weighbridge records.
- Support periodic stock counts and inventory audits.
Data Management and Systems Administration
- Ensure accurate data entry and maintenance of weighbridge software and related systems.
- Generate reports and analyze material movement trends.
- Maintain proper filing and documentation of weighbridge records.
- Ensure data integrity and confidentiality.
Team Leadership and Supervision
- Supervise Weighbridge Operators and other assigned staff.
- Provide training and guidance on weighbridge procedures and company policies.
- Ensure staff comply with operational, safety, and reporting requirements.
- Coordinate weighbridge activities with logistics, production, mining, warehouse, and security teams.
Compliance and Internal Controls
- Ensure compliance with company policies, procedures, and internal control requirements.
- Monitor adherence to approved loading, dispatch, and receiving procedures.
- Prevent and report fraud, theft, manipulation of weighing records, and other operational irregularities.
- Support internal and external audits related to inventory and weighbridge operations.
Translation and Communication Support
- Provide English–Chinese interpretation during operational meetings, inspections, and daily activities.
- Translate reports, correspondence, procedures, operational instructions, and other documents between English and Chinese.
- Facilitate effective communication between Chinese expatriate staff and local employees.
- Support management in coordinating activities involving both local and expatriate teams.
Safety, Health, and Environmental Compliance
- Ensure all weighbridge activities comply with Occupational Safety and Health requirements.
- Promote safe vehicle movement and loading practices within the factory premises.
- Participate in safety inspections, incident investigations, and risk assessments.
- Ensure compliance with environmental and operational standards.
Qualifications and Experience
- Bachelor's Degree in Logistics and Supply Chain Management, Business Administration, Procurement and Logistics Management, Statistics, Accounting, Commerce, Information Systems, or a related field.
- Minimum of three (3) years' experience in weighbridge management, logistics operations, inventory control, warehouse management, mining operations, cement manufacturing, or a similar industrial environment.
- Experience using weighbridge software, ERP systems, inventory management systems, and Microsoft Office applications.
- Strong understanding of stock management, reconciliation processes, and internal controls.
- Fluency in both English and Chinese (spoken and written) is mandatory.
- Experience working in a multicultural industrial environment will be an added advantage.
