Background information about the job or company:
The incumbent will be responsible to the Commissioner, Midstream for performing the following duties:-
- Coordinating overall activities of the Refining Division;
- Participating in preliminary activities leading to licensing process;
- Reviewing and advising on applications for licenses for refineries and related infrastructure;
- Spearheading review of proposed refinery technologies;
- Participating in development and review of the policy, legal and regulatory framework for refining;
- Coordinating promotion and implementation of development of refinery activities;
- Participating in preparation of work plans, budgets and reports;
- Spearheading the process of harmonizing refinery product standards with relevant entities and development of midstream operations standards;
- Supervising and appraising staff;
- Any other duties that may be assigned from time to time.

Qualifications:
- Applicants should be Ugandans holding an Honours Bachelor’s Degree in Engineering (Chemical or Mechanical); or Chemistry plus a Masters Degree in any of the above fields from a recognized University /Institution.
Experience needed:
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at the level of Principal Petroleum Officer in Government
