Job Overview:
Reports to the Commissioning Telecoms Superintendent and assist in the execution of a safe and efficient Pre-commissioning, Commissioning, Start-up and Performance Testing of the facility to achieve the plant’s production and performance objectives and McDermott’s contractual objectives. Responsible for the execution of the plant telecoms & security pre-commissioning and commissioning activities in accordance with the Commissioning Execution Plan.
Provides first line supervision of the technicians carrying out the telecoms & security completion activities in the area under his responsibility.
Responsibilities
Key Tasks and Responsibilities:
- Work collaboratively within the Project team and with Client to maintain positive relationships
- Supervises pre-commissioning activities for telecoms & security equipment including pre-energization checks for telecoms & security equipment within his area of responsibility, and repair and refurbishment of telecoms & security equipment during commissioning and operations as required
- Responsible for functional verification and commissioning of telecom and security systems including PAGA, CCTV, Access Control, Intrusion Detection, Telephone/VoIP and Radio communication systems
- Coordinate and verify commissioning of telecom network infrastructure including switches, routers, industrial network devices and system integration with plant control networks
- Coordinate with the Telecom System Integrator, equipment manufacturers and vendors to support telecom and security system pre-commissioning, commissioning and start-up activities, including review of procedures, vendor support during Site Acceptance Tests (SAT), and resolution of equipment issues where required
- Support integrated system testing between telecom systems and plant control systems including interfaces with DCS, ESD and Fire & Gas systems where applicable
- Participate in walk down inspections, punch listing, clearing and reinstatement activities of telecoms & security systems
- Ensure the issue of PTW and job safety analysis for telecoms & security commissioning activities in the area under his responsibility
- Supervises the safe and effective utilization of all materials, equipment and personnel assigned to telecoms & security team
- Responsible for quantity and quality of all work performed by the telecoms & security team in the area under his responsibility
- Redlining as-built telecoms & security drawings for pre-commissioning and commissioning works in compliance with project procedure
- Complies with company policies, procedures and safe working practices
Qualifications
Essential Qualifications and Education:
- Preferably possess a diploma in engineering or similar
- Must have a minimal of 5 years’ experience within a contractor organisation as a commissioning telecoms & security supervisor / specialist
- Have pre-commissioning, commissioning and start-up experience on at least 3 major EPC projects in the refinery, oil and gas industry
- Experience with Telecoms & Security systems such as Fibre Optic network, Cyber Security, Data Network, Safety systems (PAGA, CCTV, etc.), Security (Perimeter, Intrusion Detection, Access Control, etc.), External links, Telephone & Hotline, Radio, Entertainment, Meteorological, Network Management, Voice Recording
- Familiarity with telecom test equipment and commissioning tools including fibre optic testing equipment (OTDR and fibre certification tools), radio communication test equipment for coverage verification, and network testing tools for LAN infrastructure validation
- Previous experience of General Dynamics Mission Systems is desirable
- Demonstrate a broad technical knowledge of construction and completion activities
- Knowledge of Completions Management System is preferred
- Knowledge of OPERCOM and ICAPS on a large oil & gas project is a plus
- Able to effectively communicate technical solutions and concepts to other engineers and non-engineers
- Must have good computer software skills in MS Word, Excel, and PowerPoint as a minimum
- Must have strong English communications skills, both oral and written. Second language is a plus
