ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR PROVISION OF TRAINING IN ELECTRONIC DEVICE REPAIR SKILLS, BUSINESS OPPORTUNITIES AND E-WASTE UPCYCLING TO 2,000 PEOPLE IN 13 REFUGEE SETTLEMENTS AND HOST DISTRICTS IN UGANDA UNDER UDAP

The Government of Uganda represented by the National Information Technology Authority Uganda (NITA-U) has received financing from the World Bank towards the cost of the Uganda Digital Acceleration Project-Government Network (UDAP-GOVNET) and intends to apply part of the proceeds for Consultancy Services for Provision of Training in Electronic Device Repair Skills, Business Opportunities and E-Waste Upcycling to 2,000 People in 13 Refugee Settlements and Host Districts in Uganda Under UDAP.

The Consultant will have the overall responsibility of Consultancy Services for Provision of Training in Electronic Device Repair Skills, Business Opportunities and E-Waste Upcycling to 2,000 People in 13 Refugee Settlements and Host Districts in Uganda Under UDAP.

The duration of the assignment will be four (4) months from the date of signing of the contract.

The National Information Technology Authority - Uganda now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm's capability and experience is:

The Shortlisting Criteria for the firm's capacity and experience are:

  1. The firm must demonstrate proven experience in designing and delivering training programs in electronic device repair, refurbishment, digital skills, e-waste management, circular economy, entrepreneurship, or related fields in the last five years.

  2. The applicant must provide evidence of having successfully completed at least two (2) similar assignments within the last five (5) years. Similar assignments shall include projects involving e-waste management, electronic device repair and refurbishment, digital inclusion, vocational skills development, market assessment, development of business models in e-waste value chains, circular economy initiatives, entrepreneurship development, or related training programs implemented at national or regional level.

  3. Presence of appropriate skills among staff in the areas of: Team Leader, Device Repair and Refurbishment Expert, Business development & Circular Economy Expert, Expert in e-Waste Management, Training and Curriculum Development Specialist, Occupational health/ Safety Expert and Gender and Safeguards Specialist. (Please do not submit CVs and bio data of experts at this stage).

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers' dated November 2020 (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank's policy on conflict of interest.

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations. Further information can be obtained at the address given below 0800 to 1700 hours from Monday to Friday.
