Project Background:

Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026–2030, beginning with a six-month foundation phase.

Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. “MOH” includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable.

Position Summary:

The Data Analytics & Visualization Specialist develops accessible, reliable, and decision-oriented analytics products using NDWH and approved national-system data. The position supports MOH, districts, and DART workstreams to translate validated data into dashboards, reports, scorecards, and analytical products for system performance, service delivery, milestone verification, and management action.

Location:

This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.

Reporting and Supervision:

This role will report to the Data Engineering Lead, DART

Primary Responsibilities:

  • Develop and maintain dashboards, data visualizations, indicator scorecards, and automated reports using approved NDWH data marts and national data sources
  • Support design of analytics for HIE performance, pipeline health, EMR use, facility readiness, service-delivery reporting, surveillance, supply chain, and project performance
  • Translate user and decision-maker needs into clear specifications, visual designs, and usable analytics products
  • Conduct data analysis to identify trends, outliers, data-quality concerns, system-performance issues, and programmatic implications
  • Support development of JRF reports, verified baselines, quarterly progress reports, milestone evidence, and management dashboards
  • Document indicator definitions, calculations, data sources, refresh schedules, limitations, and data lineage
  • Train MOH, district, and partner users in interpretation and use of dashboards and analytical products
  • Ensure visualizations follow approved privacy, access-control, and disclosure requirements

Qualifications and Experience:

  • Bachelor’s degree in statistics, data science, public health, health informatics, economics, or related field
  • At least 4 years of experience in health data analysis, visualization, business intelligence, or monitoring and evaluation
  • Proficiency in SQL, Excel, and at least one visualization platform such as Power BI, Tableau, Superset, DHIS2 analytics, or equivalent
  • Experience with health indicators, DHIS2, EMRs, NDWH, routine data quality, or government reporting is strongly preferred
  • Strong visual communication, analytical reasoning, training, and English communication skills
