EXPRESSION OF INTEREST (EOI) FOR PROVISION OF RESEARCH, ADVOCACY & CAMPAIGNS SERVICES FOR THE WFP UGANDA

The World Food Programme's 2026–2030 Uganda Country Strategic Plan aligns with Uganda's Vision 2040 and focuses on ending hunger and strengthening partnerships. Centred on three integrated outcomes - crisis response, resilience building, and systems strengthening - WFP prioritizes targeted support for the most vulnerable while empowering communities to foster self-reliance. With Uganda hosting Africa's largest refugee population and facing recurring disasters, WFP works closely with the Government and partners to ensure access to nutritious food, promote school feeding, and enhance national social protection capacities for long-term, sustainable food systems.

The WFP Uganda Country Office seeks to identify competent service providers for research, advocacy and campaign services to support its humanitarian mission and operational objectives across Uganda. The companies identified through this EOI process will be added to the WFP vendor database/roster for invitation to participate in future tenders and procurement opportunities.

Services Required Include:

  • Advocacy Strategy Development and Implementation

  • Media Buying and Paid Advocacy Services

  • Campaign Management (multi-channel campaigns)

  • Policy Analysis and Stakeholder Mapping

  • Research, Evidence Synthesis and Report Writing

Requirements:

  • Minimum 3 years of experience in research, advocacy and campaign services

  • Demonstrated experience with international organisations or NGOs

  • Media buying and programmatic advertising experience

This request for EOI does not constitute a solicitation. WFP reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Submitting a reply to an EOI does not automatically guarantee that your company will be considered for receipt of the solicitation documents when issued.
