ORGANIZATION OVERVIEW

The Regional Service Centre Entebbe (RSCE) provides centralized operational support services to United Nations entities, including finance, human resources, logistics, ICT, budgeting, audit response, quality assurance, business intelligence, and records management.

ROLE SUMMARY

The Finance Officer provides leadership and oversight of accounting, financial reporting, treasury management, budgeting, compliance, financial controls, and payment operations. The role ensures adherence to UN Financial Regulations and Rules, IPSAS standards, and service delivery agreements while supervising finance staff and supporting strategic financial management across RSCE client missions.

RESPONSIBILITIES

  • Manage achievement of RSCE Key Performance Indicators (KPIs) and Service Level Agreements (SLAs).
  • Lead, supervise, train, and manage finance team members.
  • Ensure quality, accuracy, and timeliness of financial outputs and reports.
  • Support preparation of monthly financial reports for RSCE client missions in compliance with IPSAS.
  • Oversee processing of vendor invoices, purchase orders, fund commitments, direct expenditures, medical invoices, and imprest replenishments.
  • Manage treasury functions for RSCE client mission payments and house bank transactions.
  • Coordinate with UN Treasury Headquarters regarding vendor and personnel payments.
  • Support annual budget development, resource planning, and budget proposal preparation.
  • Prepare cost estimates and Results-Based Budgeting (RBB) inputs.
  • Review and finalize budget performance reports.
  • Analyze budget variances and expenditure trends.
  • Contribute financial inputs to UN legislative and budget review processes.
  • Oversee accounting and reporting of staff entitlements, allowances, claims, and payroll-related payments.
  • Monitor house bank balances and cash flow requirements.
  • Provide financial advice, interpretations, and audit responses.
  • Ensure compliance with UN Financial Regulations and Rules, Staff Rules, and IPSAS standards.
  • Maintain integrity of financial management systems and internal controls.
  • Report financial findings and provide recommendations to senior management.
  • Act as Approving Officer under Financial Rule 105.4.
  • Review and verify supporting documentation for invoices and payment requests.
  • Contribute finance-related content to RSCE communication and intranet initiatives.
  • Perform additional duties assigned by management.

EDUCATION REQUIREMENTS

  • Minimum: Master's Degree in Business Administration, Finance, Accounting, or a related field.
  • Alternative: Bachelor's Degree plus two additional years of qualifying professional experience.

PREFERRED QUALIFICATIONS

  • Certified Public Accountant (CPA)
  • Association of Chartered Certified Accountants (ACCA)
  • Chartered Institute of Management Accountants (CIMA)
  • Chartered Institute of Public Finance and Accountancy (CIPFA)
  • Equivalent professional accounting certification

EXPERIENCE REQUIREMENTS

  • Minimum 5 years of experience in finance management, budget management, financial reporting, business administration, financial analysis, accounting operations, preparation of management reports, and IPSAS or IFRS application.
  • Specialized experience: Minimum 2 years of experience with IPSAS, IFRS, or equivalent international accounting standards.
  • Preferred experience: United Nations system experience, peacekeeping operations, political missions, international organizations, NGOs operating in conflict or post-conflict environments, and Business Intelligence reporting tools.
