Context & Environment
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential. Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.
Activities
Main Duties and Responsibilities:
- Ensure consistency & adequacy of documents such as Performance Bonds, Bank Guarantees, Invoices, Insurance certificates, Sub-contracts, Confidentiality Undertakings.
- Preparation of official correspondence with Contractor
- Attendance to monthly (/routine) meetings with Contractors as required
- Assistance to the negotiation of Change Orders on contractual and commercial aspects.
- Provide support or assistance to the Contract Upstream Manager on claims management
- Assists the Company Contract Representatives in the timely issuance of interim and final certificates.
- Receive contractor/supplier representatives and proactively build and maintain relationships with contractors/suppliers in order to secure positive, constructive and cost-effective commercial agreements for the Project.
- Assist the team in complying with Ugandan Law on aspects related to the Procurement processes.
- Adopt and demonstrate exemplary behavior with regard H3SE and H3SE rules implementation.
- Adopt and demonstrate exemplary behavior regarding Ethics and project “code of conduct” policy
- Participate in meetings with partners, authorities and other stakeholders as required.
Candidate Profile
Qualifications & Experience:
- Degree qualified in Quantity Surveying, Law, Commercial or Engineering.
- 12+ years’ practical, relevant and progressive experience in preparation, negotiation, monitoring of complex technical contracts in the onshore and offshore oil or petrochemical industries. International project experience.
- In depth knowledge and understanding of different means of contractor remuneration and their commercial implications, practical experience of their use.
- Construction and civil works and experience with FIDIC contracts a plus.
- Knowledge and understanding of project services and contract processes including management, amendment & close out of contracts.
- Demonstrable general knowledge & understanding of project control, commercial, legal and insurance issues affecting the Company in general.
- Basic understanding of the technical domain in which the Project operates.
- Good interpersonal, communication, managerial & organizational skills, capabilities to take workload & work under pressure, able to work in a multicultural environment
