Background

Savimaxx Limited Uganda is a multi-disciplinary professional consulting firm with demonstratable experience in successful management and implementation of projects. We have submitted an Expression of Interest (EOI) for an upcoming consultancy assignment for a macroeconomic study for a petrochemical-based industrial park.

Responsibilities

The main task of the Petroleum Mechanical Engineer/Consultant is to provide technical and cost data related to infrastructure, equipment and production efficiency to inform the overall economic model. Petroleum Mechanical/Consultant Equipment will review the selected design, work with other engineers on the team to specify and provide cost estimates for major mechanical equipment, such as pumps, compressors, turbines, heat exchangers, and pipelines. Will contribute to the design and capital expenditure (CAPEX) planning for the physical infrastructure of the park, including storage tanks, processing units, and utility systems (water treatment, power generation). Will recommend Operational Cost Estimation (OPEX) by estimating ongoing operational and maintenance costs, including spare parts, predictive maintenance programs (vibration analysis, corrosion monitoring), and manpower requirements for the mechanical systems. Using technical expertise the Petroleum Mechanical Engineer/Consultant will model and forecast operational efficiency, energy consumption and potential areas for optimization, which directly impacts the project's profitability and energy security. Will carry out a Technology Transfer Valuation, by assessing the value and feasibility of incorporating new or innovative technologies and their impact on long-term efficiency and competitiveness, which can be a key factor in a country's economic diversification goals.

Qualifications and Requirements

We are looking for a short-term independent Petroleum Mechanical Engineer/Consultant with a Ph. D and at least five years’ experience or Master’s Degree with at least 10 years experience in undertaking macroeconomic studies for the establishment of greenfield petrochemical industrial parks in sub-saharan Africa.

It is envisaged that the park will have a refinery, fertilizer plant, polymer plant, synthetic fibre plant, methanol production, plastics plant, pharmaceuticals, etc. The park will be situated on 29 km2 of land. Additionally, it will have support infrastructure like a water treatment plant, wastewater treatment plant, electric power plant, storage tanks, a residential housing estate zone, warehouses, an international airport, upstream crude oil export hub, access roads and a Free Trade Zone.

S/he must be a registered engineer and a member of a competent professional institution/association. S/he must have very strong interpersonal skills, leadership qualities to work in a multi-disciplinary team and be ready to work in a diverse multicultural environment. Must have very good writing skills, editing of thematic reports, presentations skills and reporting skills. Must be fluent in oral, listening and written English.
