Job Summary

The Procurement Officer will support the STRIDES project in Uganda. S/he will support the Procurement Manager in ensuring efficient coordination and management of procurement functions. S/he will support the day-to-day operations and systems coordination related to the procurement of various supplies and services in support of the STRIDES project in Uganda.

Accountabilities:

  • Implements and/or maintains the standard of FHI 360 Uganda Country Office procurement policies and procedures.
  • Manages the procurement process and inventory of office supplies, computer peripherals, software, cell phones, furniture, publications, subscriptions, medical equipment and pharmaceuticals for both domestic and country offices, in accordance with the FHI 360 Uganda Country Office and donor-specific polices
  • Ensures that FHI 360 and donor procurement policies and procedures are adhered to at all times.
  • Coordinates with the finance, administration, and program teams to ensure integrated internal controls, timely payment of vendors and complete, auditable support documentation
  • Ensures that transparent and responsive procurement processes are implemented and maintained.
  • Supports the procurement Manager in Developing and implementing logistics plans, budgets, and procedures to maximize compliance with customer needs within budget constraints.
  • Establishes and maintains ethical, professional working relationships with suppliers.
  • Routinely communicates, coordinates and plans with the relevant requesting staff/programs regarding the order and delivery of supplies.
  • Supports the Procurement Manager in financial reporting and reconciliation of inventories.
  • Supports the Procurement Manager in coordinating with accounting to ensure that all supplies and services are delivered on time, purchase orders are paid as due and accounts are maintained currently.
  • Maintains supplier information for regularly purchased items and be informed of current local market conditions.
  • Manages and maintains up-to-date and accurate procurement tracker for the FHI 360 Uganda Country Office and the STRIDES project. This position may also be assigned to other projects pending funding.
  • Performs any other duties or tasks delegated by the supervisor.

  • Comprehensive knowledge of procurement and logistics standards and practices.
  • Working knowledge of company policies and procedures regarding budgets and contracts.
  • Excellent oral and written communication skills.
  • Strong critical thinking and problem solving skills.
  • Ability to influence, motivate and negotiate to ensure compliance and company objectives and goals are met.
  • Supervisory skills

Problem Solving & Impact:

  • Works on problems of diverse scope that requires analysis and evaluation of identifiable factors.
  • Exercises judgment with defined policies and procedures in selecting methods and techniques for obtaining solutions.
  • Decisions generally affect specific functional areas with cost and failure to achieve short term goals of the company.

Education:

  • Bachelor's Degree or international equivalent in Business Administration or related field acquired from a recognized institution.
  • Level II-professional qualification in procurement, e.g. Chartered Institute of Procurement and Supply (CIPS) or related, is required.
  • Additional qualification/certifications in procurement or business management will be of added advantage.

Experience:

  • A minimum of 3-5 years’ practical experience in the field of procurement and supply management with demonstrable knowledge of public procurement laws of Uganda and various donors, in particular, the United States Government (USG) agencies.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write and speak fluent English.
  • Prior management experience preferred.
  • Prior work in a non-governmental organization (NGO).

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint,Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Ability to travel

The expected hiring salary range for this role is UGX 53,000,000 - 75,000,000 annually for basic salary.
