Background
The Uganda Electricity Distribution Company Limited (UEDCL) is a limited liability company incorporated in Uganda under the Companies Act. UEDCL owns the 33KV and below voltage electricity distribution networks. The company sales and distributes electricity in Uganda as per ERA License issued on 31 December 2024 covering over 135 political districts, operates a modern pole plant at Lugogo, and executes key rural electrification schemes on behalf of the Government of Uganda.
UEDCL is seeking to recruit qualified, competent and highly motivated Ugandans to fill the following positions;
Job Purpose
The Quantity Surveyor will provide expert cost management, tendering support, contract administration, and technical oversight for civil and electrical construction works in power Distribution infrastructure projects. This role ensures accurate quantity estimation, valuation, variation control, and financial reporting while maintaining compliance with contractual, regulatory, and statutory requirements to deliver projects efficiently, on time, and within budget.
Impact of the Role
This role is critical to project delivery and reporting. It optimizes project costs, ensures regulatory compliance and value for money in capital infrastructure developments, and minimizes financial, contractual, and execution risks.
Key Result Areas
- Prepares and reviews Bills of Quantities, specifications, Terms of Reference, and other tender documents for works (Substations).
- Conduct civil works scope verification, cost estimations, rate analysis and feasibility analysis of implementation plans.
- Evaluate tenders, analyze contract documents, drawings, and specifications and manage Capex project variations.
- Prepare regular progress and status reports for Capital program.
- Conduct asset verification of completed Capital projects and prepare Capex reports in compliance with the regulatory requirements.
- Support configuration management across all projects and ensure accurate archiving of project documentation and adherence to Change Management during the Capex implementation cycle.
- Ensure adherence to construction-related laws, procurement regulations, and internal policies; identify cost and contractual risks and recommend mitigation strategies.
- Provide general support to project teams for closure, monitoring, verification, and regulatory inquiries.
- Perform other duties as assigned by the Supervisor or relevant authority.
Expected Outputs
- Accurate and timely Bills of Quantities.
- Timely Investment reports submission to ERA.
- Accurate Capex Program progress updates.
- Accurate cost appraisals to Planning.
- Proper and Auditable project documentation for Verification of completed Capex projects.
- Quality Assurance for completed Capex projects.
- Stakeholder coordination and communication for on-going and completed capex works.
Academic Qualifications
- Bachelor's degree in Quantity Surveying
- Preferably a Member of the Institute of Surveyors of Uganda and any other relevant professional certification(s).
Experience
- At least 5 years of experience in quantity surveying, preferably in civil and electrical construction works within the energy distribution sector, MS Project, and Microsoft Office suite.
Competencies
- Strong knowledge of construction technology, contract documents, cost estimation, valuation, and project management.
- Knowledge of the energy sector regulatory frameworks.
- Excellent analytical, problem- solving, report- writing, and documentation skills.
- Strong communication, stakeholder management, teamwork, and leadership abilities.
- Ability to work independently with limited supervision.
- Commitment to fostering a culture of quality and compliance.
- Proficiency in project management and tracking software.
Work Environment
Dynamic and fast-paced environment requiring attention to detail and adaptability.
May require extended hours to meet deadlines, tendering periods, or regulatory reporting requirements.
