Project Background:
Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026–2030, beginning with a six-month foundation phase.
Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. “MOH” includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable.
Position Summary:
The Regional Implementation Officer supports delivery of facility digitization and data-system implementation activities within an assigned region. The role serves as the field coordination focal point for site assessments, contractor coordination, ICT installation, EMR readiness, training logistics, commissioning, issue escalation, and evidence collection.
Location:
This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.
Reporting and Supervision:
This role will report to the Facility Digitization Coordinator, DART
Primary Responsibilities:
- Coordinate facility readiness assessments and maintain an accurate regional implementation tracker
- Support scheduling and oversight of contractors delivering ICT installation, connectivity, power-backup integration, and device setup
- Coordinate with facility in-charges, district health teams, MOH counterparts, and EMR teams to ensure sites are ready for installation and go-live
- Verify installation progress against approved specifications, commissioning checklists, asset records, and site acceptance requirements
- Support user orientation, training logistics, and linkage to helpdesk and escalation pathways
- Identify, document, and escalate field constraints related to infrastructure, power, connectivity, staffing, logistics, or user readiness
- Collect and quality-check regional evidence for milestones, including installation certificates, photographs where permitted, asset registers, training records, and acceptance forms
- Support follow-up on maintenance, warranty, support tickets, and corrective actions
Qualifications and Experience:
- Bachelor’s degree in IT, health informatics, public health, engineering, project management, or related field
- At least 3 years of experience in field implementation, ICT deployment, EMR rollout, health systems, or related programs
- Experience working with health facilities and district-level stakeholders is preferred.
- Ability to travel regularly within the assigned region
- Strong organization, interpersonal communication, reporting, and problem-solving skills.
- Professional fluency in English; local language capability is an advantage
