REQUEST FOR EXPRESSION OF INTEREST FOR SUPPLY OF GENERAL LUBRICANTS FOR ROTATING EQUIPMENT IN KINGFISHER (RFP-CUL-LO-00790)

CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and the Operator of the Kingfisher Discovery Area located in Kikoube District, in the Albertine Region.

CNOOC Invites Expression of Interest (EOI) from Professional Competent Companies to Supply General Lubricants for Rotating Equipment in KF.

Key Tender Requirements:

• Provisions:

  • Proof of previous supply of lubricants, evidenced by copies of POs, Completion Certificates, or signed Contracts.

  • Bidder MUST be an Authorised Distributor for all brands in the Bidder’s response to RFP.

  • Submit Technical Datasheet for each of the Products the Bidder intends to supply.

  • A Quality Control Plan on how quality shall be ensured and what quality checks shall be carried out to ensure supplied products meet all specifications and quality. Also provide Checklist that shall be used.

  • HSE Management Plans for the Logistics of the Delivery, Hose, Lifting Procedures, Storage Procedures etc.

Minimum Requirements:

1. Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda and demonstration of experience in the Oil & Gas sector.

2. Experience of HSE policy, procedures and practices in compliance with the Ugandan petroleum regulations, the ISO Performance Standards and the International Industry standards.

3. Proven record of provision of similar services, in Uganda, East Africa or internationally.

4. Statutory qualified and experienced personnel.

5. Operational capacity to provide the scope of services and equipment as in a given package.

6. Financial capacity to undertake the eventual contract.

7. Compliance with the Local and National Content statutory laws and provisions of the Government of Uganda.

8. Possession of relevant certifications from national and international bodies.

9. Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements and during their operations.

10. Bidders should strictly comply with Regulation 6 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Reservation of goods and services to be exclusive to Ugandan or Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT, AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. All bidders should solely bear all the risks and consequences caused by the non-compliance.

11. Parent company and its subsidiary are not allowed to participate in the bidding for the same bid (including splitting of a tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary’s bidding submissions shall be treated as null and void.

Option 1: EOI and PQ can be submitted using the CNOOC System.

4. Only bidders who successfully and timely submit PQ documents into the system shall be considered for PQ evaluation.

5. Only bidders who successfully pass the PQ stage, shall receive Request for Proposal.
