Kalangala Infrastructure Services Ltd ("KIS") is a multi-utility public private partnership operating on Bugala Island, Kalangala District, Uganda. The company provides daily ferry services between Bugala Island and the mainland, distributes electricity and supply treated water on Bugala Island, Kalangala District. KIS also implemented the main island road component, which was handed over to the Government of Uganda for maintenance in 2016.
KIS was established to address the infrastructure constraints that had historically limited economic and social development on Bugala Island. The integrated model was designed to combine transport access, power supply and safe water services in a manner that would unlock island mobility, trade, tourism, agriculture, fisheries, public administration, health, education, and private investment. These services were to be dependable, affordable on commercial basis, and environmentally friendly.
Under its Electricity and Water business segments, KIS is encountering reliability constraints, including regulated tariffs, losses, customer growth challenges, operational cost pressures, and low consumption, all of which limit revenue growth.
It is against this background that the company has set aside funds to procure a reputable, independent consulting firm to undertake a comprehensive business, financial, operational, technical and regulatory review of its Water and Electricity business segments, and to recommend the most appropriate strategic course of action for each segment.
The assignment must be data-driven, independent, options-based, and implementation-oriented. It must produce analysis and recommendations that are sufficiently detailed to support Management's recommendation and enable Board, shareholder, Government, and regulatory engagement where required.
Interested bidder shall pay a non-refundable fee of USD 100 to KIS bank account. Bank details will be provided upon request through email, procurementcommittee@kis.co.ug.
Upon receipt of proof of payment, the interested bidder shall be provided with the details on the bidding process, the bid documents and evaluation criteria through their preferred email. Any queries by interested bidders can also be sent to the same email address. The EOI must be accompanied by the details of the company profile and competency statement, evidencing their verifiable capability and prior experience in effectively performing these kinds of consultancy services.
KIS is committed to ensuring a fair and transparent preliminary bidding process, and any form of solicitation will lead to automatic disqualification.
Expression of Interest (EOI) and Proposals (Commercial) should be addressed to the "Procurement Committee" and delivered to the address below not later than 20th October, 2026, at or before 17.00 hrs. East African Standard Time.
