PROVISION OF H3SE, LOGISTICS AND POOL WORKFORCE PERSONNEL FOR EACOP FIELD OPERATIONS.

East African Crude Oil Pipeline (EACOP) UID ("EACOP UID") invites interested and reputable companies or organizations to express their interest in the provision of H3SE, logistics and pool workforce personnel.
The EACOP Project involves the construction and operation of an underground crude oil pipeline from Lake Albert in Uganda to the eastern coast of Tanzania for export to international markets.
The pipeline will run from Kabale, Hoima District in Uganda to the Chongoleani terminal in Tanga, Tanzania.
The length of the pipeline is 1,443 km, of which 296km will be in Uganda and 1,147 km in Tanzania.
In Uganda the pipeline will traverse ten (10) districts and in Tanzania the pipeline will traverse eight (8) regions comprising of Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga, 27 administrative District Councils, and 231 Villages.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES

The East African Crude Oil Pipeline (EACOP) UID invites experienced and qualified suppliers to express their interest for the Provision of H3SE, Logistics and Pool Workforce Personnel for EACOP Field Operations.

The objective of this contract is to provide qualified, competent, and capable personnel to support EACOP operations activities, ensuring safe, efficient and environmentally responsible execution of works in line with EACOP policies, Host Government regulations and international standards.

A. H3SE Personnel Services

Provision of skilled H3SE professionals to support operations compliance, risk management, and continuous improvement, including but not limited to: HSE Officers, Supervisors and Advisers, Environmental and Social Specialists, Health Officers / Occupational Health Staff, Safety Trainers and Permit/Work Coordinators, Incident reporting, inspections, audits and toolbox talks, Support implementation of EACOP H3SE management systems, standards and KPIs.

B. Logistics Personnel Services

Provision of experienced logistics personnel to support material, fleet and supply chain operations, including logistics coordinators and supervisors; Warehouse and Inventory Controllers; Transport and Fleet Coordinators; Yard, Sites and materials handling personnel; Support planning, tracking and reporting of logistics activities.

C. Pool Workforce Personnel (Semi-skilled and Unskilled)

Provision of flexible manpower on a call-off basis to meet fluctuating project demands, including Skilled Personnel: Equipment Operators (forklift, loaders, etc.); Electricians, mechanics, welders, technicians; Administrative and clerical support staff; Unskilled / Semi-skilled Personnel: General laborers and helpers; Cleaners, porters and site support staff; Warehouse helpers and loading crew.

Contractor responsibilities

The Contractor shall: Recruit, mobilize, and manage personnel in compliance with local labour laws and EACOP requirements; Ensure personnel are medically fit, trained and certified where applicable; Manage payroll, statutory contributions, insurance and welfare; Provide ongoing supervision, performance management and replacement of personnel when required; Ensure adherence to H3SE standards, code of conduct and local content requirements.

Minimum Supplier Qualification Requirements

• Current registration with local regulatory authorities (e.g., EWURA, MFMD).

• Minimum 5 years' experience in large-scale fuel supply.

• Evidence of previous contracts with major industrial or oil & gas clients.

• Compliance with EACOP H3SE policies, ESG commitments and host government regulations.

• Demonstrated experience in large-scale oil & gas, energy or infrastructure projects within East Africa.

• Strong emphasis on national content and employment of local workforce.

MINIMUM REQUIREMENTS

Companies or local joint ventures expressing their interest are invited to document their request with:

• Company Profile including ownership, organization structure and contact details.

• Brief description of relevant project experience, expertise and capacity to deliver the required scope of services.

• Details of similar projects or activities undertaken.

• Provide evidence of qualified and available team capability, knowledge of manpower services, and track record of the above-listed aspects.

• Valid Business License (attach copy).

• Certificate of Registration or Incorporation and Beneficial Ownership documents (attach copy).

• Proof of up-to-date Registration with the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda (aprotc.org).

• Compliance statement with the Petroleum (Refining, Conversion, Transmission and Infrastructure) - [National content] Regulations, 2016 and Local Company definition.

• Proof of registration with the Uganda Revenue Authority (URA) and Tax Clearance Certificate for the latest year available.

• Financial capacity to deliver the services required including submission of financial accounts for the past three years.

• Quality Health, Safety and Environment (QHSE) Management system, organization and process in compliance with applicable Local and Industry Standards for similar works.

• Proof of Anti-corruption, Antibribery, Compliance and Human Rights Policies.

Companies or organizations with the ability, capacity, and resources to implement the activities listed above should express their interest by sending an Expression of Interest (EOI) via email, together with the above listed documents to procurement.ug@eacop.com (max. email size 20MB) on or before 17.00 hours East African Time (EAT), 13th March 2026 [email subject shall be: EOI-00001000- Provision of H3SE, Logistics and Pool Workforce Personnel for EACOP Field Operations].

Length of EOI should be no more than ten (10) to twenty (20) pages long.

All Expression of Interest should be submitted in the English Language.

NOTE: EACOP UID will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies or local joint ventures will be included in the list of pre-qualified companies or local joint ventures.
Only the pre-qualified companies or local joint ventures will receive, by signing a Non-Disclosure Agreement [NDA], an invitation to bid as a continuation of the call for tender process.
EACOP UID reserves the right to issue invitations to bid, to make the decision to select or reject a company or local joint venture and maintain its decision without having to give reasons to the company or local joint venture concerned.
