CONSULTANCY SERVICES FOR CONSTRUCTION SUPERVISION OF SCHOOL WASH AND INFRASTRUCTURE INTERVENTIONS IN AGAGO, GULU AND OMORO CLUSTER

PROCUREMENT REFERENCE NUMBER: MWE/WSDF-N/CONS/2025-2026/00008.

1. The Government of Uganda under Ministry of Water and Environment through the German Financial Cooperation and European Union Programme has received funds through KfW implemented the Climate Resilience and Water Infrastructure for Refugees and Host Communities in Northern Uganda Program.

2. The overall objective of the consultancy assignment is to carry out Construction Supervision of Water Sanitation and Hygiene (WASH) improvement School listings, staff listings, handwashing facilities and infrastructure (classroom blocks, staff houses) in the selected schools through prudent contracts management, ensure conformity and compliance to design specifications, design modifications, quality control and assurance, adherence to the Environmental and Social safeguard policies and requirements and performance monitoring for the infrastructure during electers period.

Construction supervision covers construction of four areas: Pre-construction and mobilisation phase; construction phase; electers liability phase and compliance with legal health, safety and environmental requirements.

3. The Water and Sanitation Development Facility - North now invites eligible consulting firms to indicate their interest in providing the services.

4. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation.

5. The Consultant should have undertaken at least 31% similar contracts / assignments in construction supervision (building and civil works) of at least USX: 40,000,000m, within the last five years of which 21%. Consultancy assignments should have been in Uganda. Consultants must attach evidence to form of signed agreements.

6. The Consultant is expected to set up a comprehensive team of staff with expertise in major areas, namely: Team Leader/Project Manager, Resident Engineer, Assistant Resident Engineer/ Clerks of Work (03) and any other personnel that the Consultant may deem relevant for execution of this assignment. The staff should have relevant experience in construction supervision (Building and Civil Works). Complete literacy and literacy in English are a must for any of the proposed personnel, the consultants should not be suspended by PPDA, and must demonstrate legal capacity to contract. Consultants should also provide a cover letter, valid trading license, valid tax clearance certificates, Certificate of Incorporation, Memorandum and Articles of Association, company profile, and Powers of Attorney.

7. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.

8. Preference schemes shall apply when evaluating Request for Proposals from the shortlisted consultants.

9. A consultant will be selected in accordance with Quality & Cost Based Selection (QCBS) method set out in the PPDA Regulations, 2023.
