Basic Function (Summary of the function).
The Senior Partnerships Officer supports the establishment and management of partnerships between the TVET Council, industry, employers, and training institutions, government MDAs and other stakeholders with a focus on industry attachments, internships, and apprenticeships.
Duties and Responsibilities
1. Partnerships and Employer Engagement
- Profile, identify and engage industry partners for TVET collaboration.
- Assist in developing and managing partnership agreements and MoUs.
- Maintain a database of industry partners and participating employers.
2. Workplace-Based Learning Coordination
- Coordinate industry attachments, internships, and apprenticeship placements for TVET learners.
- Support implementation of guidelines and procedures for workplace-based learning.
- Monitor placement arrangements and compile feedback from employers and institutions.
3. Incentives and Participation Support
- Assist in operationalizing incentive mechanisms that promote employer participation.
- Support awareness and outreach activities targeting industry stakeholders.
4. Reporting and Monitoring
- Ensure systematic collection and compilation of data on partnerships, placements, and employer participation.
- Prepare routine partnership performance reports.
- Perform any other related duties as may be assigned by the supervisor.
5. Supervision and leadership
- Provide supervision, technical support, guidance and capacity building to staff under direct supervision
- Prepare unit plans and performance agreements for staff under supervision
- Provide on-the job training, coaching and mentoring to staff under supervision.
- Supervise and mentor junior officers and technical staff under the Partnership function.
- Perform any other duties as may be assigned by the Supervisor in line with the mandate of the Council.
Supervision received: Directly supervised by the Manager Partnership
Supervision exercised: Supervises the Partnership Officer
Education Requirements
- Bachelor’s degree in TVET, Education Policy, Industrial Relations, Business Development, Marketing, Economics, Commerce or a related field.
- Master’s degree in TVET, Education Policy, Industrial Relations Business Development, Marketing, Economics, Commerce or related field is an added advantage
Experience
- Minimum of 6 years’ experience in partnerships management, employer engagement, or workforce development programs.
- Experience coordinating internships, attachments, or apprenticeship programs is an advantage.
Knowledge and Skills
- In-depth knowledge of Uganda’s TVET policies, laws and regulatory frameworks
- Strong skills in stakeholder communication, partnership administration, data tracking, and reporting.
- Ability to support incentive schemes, resolve operational issues, and maintain effective industry relationships.
- Working knowledge of employer engagement practices, partnership agreements, and coordination of internships, attachments, and apprenticeships.
Physical Demands: None
Travel Requirements: Limited travel in country. May require limited out of office travel (within Kampala and its suburbs) and or travel out of the country for partnerships engagements.
