General Summary
The technical case management officer will work closely with the response teams to provide technical and operational support for the delivery of safe, timely and high-quality case-management services during disease outbreaks and other public-health emergencies.
Key Responsibilities
Technical leadership and secretariat support
Provide technical leadership and oversight for EVD case management activities within assigned treatment centres, and supported health facilities.
Participate in regular case management meetings
Identify focal persons information sharing, capacity building and training and maintain an up-to-date list of contacts at the secretariat.
Facilitate engagement with isolation units focal persons to ensure that effective and efficient reporting is achieved
Support pillar/ sub-pillar secretariat on information to support planning and budgeting for planned activities
Clinical care and IPC support
Support the implementation of standard operating procedures, clinical protocols, treatment algorithms
Support clinical assessment, supportive care, monitoring of vital signs, fluid and electrolyte management, nutrition, treatment of common complications, and management of co-existing conditions.
Participate in simulation exercises and readiness assessments to identify and address gaps.
Ensure that treatment areas are organized to minimize the risk of healthcare-associated transmission.
Work closely with IPC teams to ensure strict implementation of IPC measures within treatment units
Promote appropriate use of personal protective equipment (PPE), hand hygiene, environmental cleaning, disinfection, safe injection practices, waste management, and other IPC measures.
Support safe donning and doffing practices and ensure healthcare workers are appropriately trained and mentored.
Identify and promptly report breaches in IPC practices and support corrective actions.
Participate in healthcare worker exposure assessments and follow-up in collaboration with the IPC and occupational health teams.
Ensure that clinical practices are designed to reduce occupational and healthcare-associated transmission.

Support coordination of capacity development activities to strengthen and

When requested by MoH pillar leadership (and in compliance with all institutional policies) contribute to or draft technical reports, lessons learned, case studies on capacity building
Organize and conduct regular mentorships of the teams in consultation with the team leads

Ensure accurate and regular reporting
Prepare regular case management reports and technical updates
Contribute to daily, weekly, and incident management team reporting.
Support the pillar to prepare and share data on the cases, hospital requirement and bed availability and treatment.
Academic Qualifications
Bachelor’s degree in medicine and surgery (MBChB), nursing from a chartered university
prior experience in the incident management response structure specifically case management sub pillars and must have skills in organizing and conducting adult learning, use of shared/collaborative workspaces and electronic platforms.
Person Specification
At least three years of relevant experience in clinical care, public health or humanitarian health programming, including a minimum of two years in outbreak preparedness or response.
Demonstrated experience in case management for epidemic-prone diseases such as Ebola, Marburg, mpox, cholera or COVID-19.
Practical experience in screening, triage, isolation, referral, treatment coordination, discharge and patient follow-up.
Experience working with the Ministry of Health, district health teams, health facilities and other emergency-response partners in Uganda.
Proven experience in training, mentoring and providing supportive supervision to frontline health workers.
Experience conducting health-facility readiness assessments and monitoring compliance with case-management and infection-prevention protocols.
Experience managing and analysing case-management data, including line lists, referral trackers, dashboards and technical reports.
Experience participating in rapid response teams, emergency coordination structures, case audits and after-action reviews.
