JOB ROLE/ PURPOSE:

To coordinate the development, governance, and maintenance of URA’s Enterprise Architecture by designing and maintaining business, data, application, and technology blueprints. The role ensures alignment between IT capabilities and URA’s business capabilities, enabling agility, scalability, and interoperability across all ICT initiatives.

PRINCIPAL ACCOUNTABILITIES

1. Lead the design and implementation of URA’s Enterprise Architecture

  • Coordinate the development and maintenance enterprise architecture models, including the business, application, data, and technology architectures, to support URA’s strategic goals
  • Design, document and obtain approval for the target and desired architectural blueprints (Business, Information, Application, Technology), and the roadmaps and timescales for these architectures to ensure the most effective use of technology and digital services across the URA.
  • Ensure enterprise architecture aligns with URA’s IT strategy and business processes for scalability, agility, and efficiency
  • Provide support on the implementation of IT technology road maps aligned with the IT and business strategy
  • Conduct architecture reviews to identify misalignments and recommend improvements to optimize system performance
  • Create and update architecture blueprints to reflect current and future IT and business requirements
  • Communicate enterprise architecture standards, principles, and roadmaps to IT teams and stakeholders for consistent implementation

2. Develop and Maintain Enterprise Roadmaps

  • Design and document target architectures and transitional roadmaps to guide technology evolution.
  • Align IT roadmaps with URA’s strategic and operational objectives.
  • Provide architectural input for major projects, ensuring consistency and cost-effectiveness.

3. Support Digital Transformation and Innovation

  • Research and evaluate emerging technologies (e.g., microservices, DevOps, containerization, cloud).
  • Recommend adoption strategies for technologies that enhance URA’s agility and efficiency.
  • Provide architectural input for business process re-engineering initiatives.

4. Collaborate with Business and IT Stakeholders

  • Engage URA business units and or IT business analysis teams to gather requirements and translate them into architectural designs.
  • Support IT projects with architectural guidance to ensure compliance with standards.
  • Act as a liaison between Enterprise Architecture teams and technical teams.

5. Plan and manage the performance and development of staff under supervision so as to improve their productivity.

  • Plan and budget for resource requirements in the business Unit and monitor the usage to ensure efficiency
  • Develop and monitor a Business Unit Work plan and develop performance agreements with all the staff under supervision
  • Monitor staff performance and provide guidance and periodic feedback for performance improvement
  • Assess the training and development needs of staff under supervision and recommend appropriate interventions
  • Provide coaching and mentoring support to staff under supervision
  • Initiate and implement activities/programs intended to create and harness teamwork in the business Unit

Qualifications

PERSON SPECIFICATIONS

Essential Requirements

  • An Honor’s Bachelor’s degree in either; Computer Science, Information Technology, Information Systems, Business Computing, or Engineering from a recognized academic institution.
  • At least three (03) years’ experience in either; IT operations, enterprise architecture design, business analysis, process documentation, process analysis, mapping or modelling attained in a reputable organization.
  • ITILv4 Certification
  • An impeccable record of integrity.

Desirable Requirements

  • Certification in API Management or Integration Platforms (e.g., MuleSoft, Apigee, or similar).
  • Certification in Enterprise Architecture (e.g., TOGAF, Zachman).
  • Training or Certification in Project Management.

Knowledge

  • Enterprise architecture frameworks and methodologies.
  • Business process modeling and documentation tools (Visio, ArchiMate, BPMN).
  • Knowledge of URA’s business processes, IT strategy, and national ICT regulations.
  • Familiarity with IT governance and change management frameworks.
  • Knowledge of emerging technology trends such as microservices, containerization, and DevOps
  • Knowledge of Enterprise Service Bus (ESB) design and integration patterns.
  • Knowledge of URA’s business processes, IT strategy, and operational frameworks.
  • Understanding of basic IT principles, Change management framework and principles.
  • Knowledge in the usage of Business process Re-engineering tools/techniques and applications such as Visio, flow charts, swim lanes.
