Job Summary:

The Supply Chain Officer will be responsible for managing procurement of certified seeds, agricultural inputs, packaging materials, and operational supplies in line with Simlaw’s internal procedures and Ugandan procurement regulations. The role requires close collaboration with the Procurement Committee to ensure transparency, accountability, and compliance in all purchasing activities.

Key Duties and Responsibilities:

  • Procure required goods and services expeditiously and economically while ensuring high quality.
  • Prepare and invite tenders, prequalification of suppliers, and disposal of surplus/unserviceable items.
  • Implement decisions of procurement, tender, and disposal committees, and coordinate their activities.
  • Act as secretariat to the tender, procurement, and disposal committees.
  • Maintain and safeguard procurement and disposal documents and records.
  • Coordinate evaluation of tenders, quotations, and proposals.
  • Monitor contract management by user departments to ensure compliance with contract terms.
  • Coordinate internal monitoring and evaluation of the supply chain function.
  • Prepare consolidated procurement and disposal plans annually.
  • Validate and approve creditors’ invoices for payment.
  • Prepare monthly reports of all LPOs issued, serviced, and unpaid invoices.
  • Prepare reports of all items for disposal when required.
  • Liaise with PPOA and other external bodies on procurement and disposal matters.
  • Identify risks such as unreliable suppliers or delays and plan alternatives.
  • Properly file documents as per company procedures.
  • Perform any other duty assigned by management.

Qualifications, Skills and Experience:

  • Bachelor’s degree in Supply Chain Management, Procurement, Logistics, or related field.
  • At least 3 years’ experience in procurement or supply chain management, preferably in agribusiness or the seed industry.
  • Strong knowledge of procurement compliance and inventory management systems.
  • Excellent organizational and analytical skills.
  • Strong communication and negotiation abilities.
  • Knowledge of Ugandan procurement regulations and seed certification requirements is an added advantage.
