FRAMEWORK CONTRACT(S) FOR PROVISION OF HOTEL ACCOMMODATION, CONFERENCE FACILITIES, CATERING SERVICES AND EVENTS MANAGEMENT SERVICES FOR DRDIP-II AND NUSAF-IV PROJECT ACTIVITIES

  1. The Government of the Republic of Uganda, through the Office of the Prime Minister – Joint Project Implementation Unit (JPII), has received financing from the World Bank towards the cost of the Development Response to Displacement Impacts Project Phase II (DRDIP-II) and the Fourth Northern Uganda Social Action Fund (NUSAF-IV) and intends to apply part of the proceeds towards payment under Framework Contracts for the provision of hotel accommodation, conference facilities, catering services and events management services for project activities.
  2. The Entity invites sealed quotations from eligible and suitably qualified service providers for the establishment of Framework Contracts (FC) for the provision of the following lots:
    Lot 1: Accommodation Services;
    Lot 2: Catering Services; and
    Lot 3: Events Management Services
    The Framework Contract(s) shall provide for the procurement of services through Call-Off Orders as and when required during the Framework Contract period.
  3. Procurement will be conducted in accordance with the Request for Quotations (RFQ) procedures contained in the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition, February 2025, and is open to all eligible service providers meeting the required specifications in the RFQ.
  4. Interested eligible service providers may obtain further information and inspect the RFQ document at the address given below at (6), from 9:00am to 5:00pm on working days. Documents may also be requested for through email to opm.tenders@opm.go.ug and/or procurement@opm.go.ug.
  5. The RFQ documents may be obtained by interested eligible service providers upon submission of a written application to the address below at (6). The bid document shall be issued free of charge. All bids must be accompanied by a bid securing declaration which must be valid until 30th March 2027.
  6. Quotations must be delivered physically to the address below at (7) or by email to opm.tenders@opm.go.ug and/or procurement@opm.go.ug on or before 11:00 (local time) on 6th October 2026. Late quotations shall be rejected. Quotations will be opened in the presence of the service providers' representatives who choose to attend at the address below at (8) at 11:30 (local time) on 6th October 2026.
  7. There shall be no pre-quotation meeting.
  8. Address for Inspection, Issue, Delivery and Opening of Quotation
    a. Documents may be inspected at: Room 2.5, 2nd Floor, OPM, Plot 9-11 Apollo Kaggwa Road, Kampala.
    b. Documents will be issued from: Room 2.5, 2nd Floor, OPM, Plot 9-11 Apollo Kaggwa Road, Kampala.
    c. Quotations must be delivered to: Room 2.5, 2nd Floor, OPM, Plot 9-11 Apollo Kaggwa Road, Kampala.
    d. Address of opening: Quotation opening Office, 3rd Floor, OPM, Plot 9-11 Apollo Kaggwa Road, Kampala.
  9. Geographical Coverage: The Framework Contract(s) shall cover the geographical areas in which DRDIP-II and NUSAF-IV are implemented:
    a. DRDIP-II: The services shall be required in refugee-hosting districts, transit districts and selected host communities in:
    Refugee-hosting districts: Yumbe, Madi-Okollo, Koboko, Obongi, Adjumani, Terego, Lamwo, Isingiro, Kyegegwa, Kikuube and Kyangwali.
    Transit districts: Kisoro, Kanungu, Bundibugyo, Ntoroko and Amuru.
    Selected urban centres: Gulu, Mbarara, Arua and Kigum.

b. NUSAF-IV: The services shall be required in implementation districts within the following nine (9) sub-regions:
Acholi: Agago, Amuru, Gulu, Kitgum, Lamwo, Nwoya, Omoro and Pader.
Lango: Alebtong, Amolatar, Apac, Dokolo, Kole, Kwania, Lira, Otuke and Oyam.
Teso: Amuria, Kapelebyong, Katakwi, Kumi, Ngora, Soroti and Serere.
West Nile: Adjumani, Arua, Koboko, Maracha, Madi-Okollo, Nebbi, Obongi, Packwach, Terego, Yumbe and Zombo.
Karamoja: Abim, Amudat, Kaabong, Karenga, Kotido, Moroto, Nakapiripirit and Napak.
Bukedi: Budaka, Bududa, Bukedea, Bulambuli, Butaleja, Butebo, Kibuku, Pallisa, Namisindwa and Tororo.
Sebei: Bukwo, Kapchorwa, Kween, Bulambuli, Mbale, Manafwa, Namisindwa and Tororo.
Bugisu: Bulambuli, Bududa, Bugwere, Buluganya, Bungokho, Butebo, Sironko and Kapchorwa.
Elgon: Bukedea, Butebo, Kibuku, Kween, Manafwa, Mbale, Bulambuli, Namisindwa and Sironko.
Bunyoro: Bulisa, Hoima, Kikuube, Kagadi, Kakumiro, Kibaale, Kiryandongo, Masindi and Buliisa.
Rwenzori: Bundibugyo, Kasese, Kyegegwa, Kamwenge, Kitagwenda, Ntoroko, Bunyangabu, Kabarole and Masindi.

  1. Participation of Local Service Providers: The Entity particularly encourages hotels, catering service providers, events management companies and other eligible local service providers operating within the project districts and sub-regions to participate in this procurement because of their proximity to project implementation areas and their ability to provide timely, cost-effective services. Such service providers are encouraged to participate in the lots applied for in their respective districts. Service providers should clearly indicate in their quotations the district(s), location(s) and Lot(s) for which they are offering services. The Entity may establish Framework Contract(s) with more than one service provider within the same district or geographical area, where necessary, to ensure availability of services, continuity, competition and value for money.
  2. Framework Contract Management: The Procuring and Disposing Entity intends to establish Framework Contract(s) with a maximum of three (3) Service Providers, subject to the number of responsive Service Providers. Where fewer than three (3) responsive Service Providers are available, Framework Contracts may be awarded to the number of Service Providers meeting the applicable evaluation requirements.
    The Framework Contract(s) shall not constitute a commitment to procure any minimum quantity. The Entity shall initiate Call-Off Orders based on actual needs and shall be governed in accordance with the terms and conditions of the Framework Contract.
