Background information about the job or company:
The incumbent will be responsible to the Permanent Secretary for performing the following duties:
- Providing leadership of the Department and coordinating matters of administrative nature;
- Coordinating and providing leadership and technical guidance in the Human Resource Management functions;
- Providing technical guidance on implementation, review and interpretation of HR Policies, guidelines, rules and regulations;
- Coordinating and providing leadership and technical guidance in the analysis and development of policies;
- Developing and providing leadership in the implementation of the Strategic Plan;
- Coordinating and providing leadership in planning, budgeting and monitoring institutional performance in relation to the available resources;
- Coordinating and providing leadership in procurement and disposal of assets;
- Coordinating the preparation of budget estimates and warrants;
- Monitoring the utilization of released funds;
- Ensuring availability, distribution and effective utilization of logistics;
- Developing, mentoring and motivating the subordinates;
- Managing the physical assets and fleet of the entity;
- Overseeing issues relating to staff welfare;
- Managing of sectoral and National functions;
- Coordinating the management of records including proper storage and disposal of records;
- Reviewing and verifying Cabinet Memoranda;
- Developing Departmental performance indicators, monitoring and evaluating performance;
- Benchmarking best practices and designing interventions to improve service delivery;
- Any other duties that may be assigned from time to time.
Responsibilities or duties:
Qualifications or requirements:
- Applicants should be Ugandans holding an Honours Bachelor’s Degree in Arts; or Social Sciences; or Development Studies; or Human Resource Management; or Social Work and Social Administration; or Management Science; or Law; or Economics; or Policy and Planning; or Monitoring and Evaluation; or Commerce (Management option); or Business Administration (Management option) plus a Masters Degree in Public Administration; or Public Sector Management; or Business Administration; or Human Resource Management; or Management Studies; or Economics; or Policy and Planning from a recognized University /Institution. A Certificate in Administrative Officer’s Law Course, if Administrative Law is not one of the course Units in the above qualifications.
- Applicants should have a minimum of twelve (12) years relevant working, three (3) of which should have been served at the level of Assistant Commissioner; or Principal Assistant Secretary in Government.
