Job Overview:
The Head of Health, Safety, Environmental & Social (HSES) will support the ongoing development and implementation of YU’s strategy for Health, Safety, Environmental & Social good governance actions and related disclosures. The development of this strategy will be based on productive relationships with YU divisional and departmental leaders, as well as external stakeholders within governmental and non-governmental agencies.
The Head of HSES takes accountability for the health, safety and welfare of all employees at the workplace. The Head of HSES is responsible for the execution of Yalelo’s HSES strategy and will drive commitment towards continuous improvement with Zero Harm and will implement initiatives that foster a strong safety culture within the organization. The Head of HSES is responsible for the implementation of the Health, Safety, Environmental & Social Management Systems in line with best practice and industry leading standards and responsible care principles.
Location: The role will be based at our Production Site in Butembe, Buikwe, just outside Jinja City.

Key Duties:
Leadership and HSES Strategy:
• Leads and takes accountability for Health, Safety, Environmental & Social (HSES) management throughout the organization.
• Develop YU’s strategy, policies and approach for HSES.
• Develops and monitors HSES department Objectives and Targets in line with broader Company and Group objectives.
• Provide technical advice, coaching and guidance to the EHS teams and line management on all aspects of HSES and International Best Practice Standards associated as appropriate.
• Manage the hiring and evaluation of all HSES staff and organization personnel with EHS duties.
• Develops and controls departmental budget
Regulatory Compliance:
• Liaison with regulatory authorities and coordination of authority site inspections.
• Support the management of YU’s HSES permitting requirements, keeping licenses and permits all up to date and providing reporting as required.
• Develops and executes plans, policies and guidelines on HSES ensuring compliance with legislation and according to Group guidelines and international best practice.
• Monitor day to day business activities and ensure all business activities meet Yalelo’s HSES requirements and provides advice on HSES to line departments.
Stakeholder Engagement:
• Develop and maintain an understanding of local Government and local policies impacting the environment and broader matters relating to sustainability. Understand and educate the organization on implications to YU’s businesses and HSES efforts. Establish productive partnership with Government bodies relevant to the HSES function.
• Leading or contributing to stakeholder engagement, needs analysis, community development plans, environmental and social monitoring;
• Ensure effective engagement and consultation with people living/working close to the Production Facility and wider affected communities;
• Maintain good community relations and address community concerns as they arise and agree measures to respond to grievances in liaison with the wider Yalelo team;
• Ensure accurate, diligent and timely capture and filing of all community and national stakeholder engagement;
HSES Management Systems:
• Responsible for establishment, implementation, review and improvement of comprehensive, industry leading HSES management systems in line with International Standards of Best Practice including quality assurance systems and compliance with internal and external audits.
• HSES information collation and reporting on HSES performance against defined objectives and targets in line with Group requirements.
• Regularly evaluate the effectiveness of the HSES management system, policies and procedures and recommend solutions based on the findings of review processes.
• Develop annual departmental objectives and KPIs
Sustainability and Environmental Performance:
• Coordinate the overall implementation and maintenance of the company Environmental and Social Management Plan (ESMP) to continually improve the impact of the organization on the environment.
• Collect, analyze, and update data and information concerning the environmental status of Yalelo Uganda operations.
• Work in close coordination with all relevant Local Government Ministries including sectors like NEMA, Water, Health, Shelter to ensure environmental concerns and impact mitigation measures are included in Yalelo Uganda operational responses.

• Coordinate all aspects of pollution control, waste management, recycling, environmental health, conservation, and resource efficiency; Recommend solutions to issues, improvement opportunities or new prevention measures;
• Stay abreast of new technologies and relevant partnerships related to environment and climate change to respond more efficiently to the needs of Yalelo Uganda Limited.
Health, Safety and Employee Welfare:
• Develop and implement a comprehensive HSES Risk Management Strategy for Yalelo.
• Ensure H&S committees are established in accordance with Health and Safety regulatory requirements.
• Investigates accidents and incidents to establish cause and take prevention measures for further incidents and handle worker’s compensation claims in the event of a workplace accident. Familiar with the use of Root Cause Analysis.
• Establishes incident command system and emergency response plan in close collaboration with the Production Operations Team and the Security Teams.
• Coordinate a schedule for regular HSES site inspections; report on findings and manage corrective action plans through to completion and identify opportunities for continuous improvement through monitoring compliance in line with group HSES specifications and sustainability standards.
• Develops, implements, administers, and maintains protocols around the use of PPEs and adherence to safety and health related programs.
• Creates a rigorous reporting mechanism to track HSES risks over time, suggesting control and corrective measures to relevant teams.
• Regularly plans and organizes HSES Training and Awareness programs to build up HSES skills and promote, establish and nurture safety culture.
• Develop HSES training plans and training needs are identified and processed promptly and trainings are undertaken at the appropriate time to raise awareness and ensure accountability for HSES within all levels of the organization.
• Provide technical support to Senior Management on any HSES related matters.
• Ensure that all statutory requirements and obligations as per OHS Act 2006 are met
• Coordinate with relevant departments to ensure that health surveillance and monitoring are conducted.

Required Technical Skills, Training & Experience
• Bachelor’s Degree or combination of training and experience in Environmental Sciences, Biology, Environmental and Social Management or other related fields; any relevant additional post graduate qualification will be an added advantage.
• At least 10 years of experience preferably in heavy industry, extractives/natural resources, manufacturing or FMCG.
• NEBOSH certified preferred and extensive knowledge of ISO 14001 & ISO 45001 management system implementation.
• Extensive knowledge of HSES system establishment, implementation and reviewing.
• Thorough knowledge of Environmental, Health and Safety laws and guidelines both national, regional and international.
• IT literate and a comprehensive understanding of Windows based programmes to include Word, Excel and Outlook is essential.
• Ability to generate regular, detailed and analytical reports and develop policies and procedures required in support of HSES management systems.
• Proven ability to communicate effectively, understand community and stakeholder perspectives and vulnerabilities and to engage with project affected people and project management teams positively and constructively.
• Meticulous attention to detail to distinguish safety hazards, risks and impacts.
• Strong understanding of data analysis and risk assessment.
• Strong organizational, leadership and motivational skills.
• Excellent communication and interpersonal skills.
• Ability to recognize HSES deficiencies and take action when conditions need improvement

Valued additional skills and experience include:
• Experience with the implementation of International standards of HSES Best Practice including IFC performance Standards and other lenders requirements.
• Familiarity with ISO management systems including ISO 45001, ISO14001; and
• Familiarity with Microsoft SharePoint.

Job Overview:
Ensures that the company meets the necessary legislative obligations and drives the continuous improvement of a strong HSE culture throughout the business. The HSE Officer will assist the development and implementation of Yalelo Uganda’s HSE Management System.

Key Duties:
• Monitoring HSE compliance with policies, laws, regulations, and best industry safety practices and procedures by regularly inspecting employees and operations, inspect equipment and machinery to observe possible unsafe
• Suggests solutions, improvements, and preventive measures for identifies non-compliance issues, promoting a positive HSE culture throughout the organization’ structures and operations.
• Conduct site inspections with the aim of identifying non-compliances and hazards and prepare inspection report with recommendations and collective action plans.
• Assist in the development and implementation of HSE management systems (ISO 14001 and 45001) requirements
• Ensure all incidents, accidents and near misses are reported, investigated and corrective actions implemented effectively.
• Coordinates with all departments on the application of a ‘Permit To Work System’ for all activities requiring work permits.
• Conduct HSE Trainings, TBT and Inductions & ensure that the entire work force has the required PPE as appropriate to their workstations.
• Assist in Preparation of HSE budgets, set performance objectives (SMART) & ensure that they are achieved within a given period.
• Support other departments in preparation of Risk Assessments & Job safety analysis
