About EpiC project:
Meeting Targets and Maintaining Epidemic Control (Epic), a five-year global project funded by the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control and preventing, preparing for, responding to, and bolstering health systems to address COVID-19. While originally designed as a HIV program, EpiC has been modified to accept COVID-19 funding and is currently implementing COVID-19 activities in 45 countries.

RESPONSIBILITIES
• As part of efforts to strengthen health system in the 59 District Local Governments (DLGs), EPIC Uganda Project is seeking to recruit four Public Finance Management Specialists on consultant term basis. The four (4) PFMC will promote and strengthen DLGs capacity in Public Finance Management (PFM) good practices. The consultant will specifically contribute to the strengthening of the DLGs financial stewardship and procurement functions as well as "wrap around technical assistance and other support designed to:
• Reinforce the DLG's in meeting their programmatic and accountability commitments; and
• Build capacity of DHMTS and staff to perform transparent and accountable public financial management, financial reporting, budgetary controls, monitoring, and internal control system.
• Support and mentor RRH staff and DHMTs to ensure that the internal controls provide an appropriate level of financial accountability and compliance with Ministry of Health and donors' financial instructions
• Support and strengthen DHMTS capacity for proper and timely budgetary formulation and implementation including support to determine whether the necessary financial management and procurement competencies are in place, review job descriptions to make sure that they are included.
• Lead in all technical aspects of the PFMC TA activity working closely with USAID - EpicUganda project leadership the MOH, MOLG and MOFPED.
• Work closely with the key USAID country stakeholders to provide direct technical PFMC assistance to the applicable government entities
• Plan for TA activities (trainings, workshops, etc.) to address identified gaps to strengthen the financial coordination and management systems for funding in country
• Reducing the lead time for payments to established standards, and improved payments records management to meet GoU and donor standards with attention on adequacy, access, and retrieval of supporting documents.
• Participate in MoH budget framework papers, workshops/meetings and ensure budget estimates are comprehensively captured, as needed, support the quarterly expenditure limit and warranting processes for GOU financing recipients.
• Liaise with the Division of Accounts and the Office of the Accountant General regarding GOU releases to MOH and on ward remittances to the RRHs and local governments.

QUALIFICATIONS
• Bachelor's degree in accounting or finance
• Membership of a professional accounting body (CPA, ACCA, CA or CIMA) will be an added advantage.
• Five years' work experience in finance, accounting, or audit at DLG or MDAs Demonstrated interpersonal skills at middle management level
• Experience in local government accounting and audit or managing development related engagements such USAID, WHO, UNICEF, Global fund or CDS will be an added advantage.

JOB KNOWLEDGE:
• Thorough knowledge and understanding of generally accepted accounting principles (GAAP) and generally accepted auditing standards (GAAS); principles and accepted practices of Ugandan governmental and business institutions with regards to finance, accounting, budgeting and reporting, as well as governmental and not-for-profit accounting, budgeting and reporting;
• In-depth professional-level knowledge of development principles, concepts and practices, especially as they relate to performing audits of development programs and projects, and,
• Knowledge of Public Financial Management systems, Committee of Sponsoring Organizations Internal Control Framework, International auditing standards and related areas.

SKILLS AND ABILITIES:
• Ability to perform sophisticated analysis of management controls and capabilities of partner/beneficiary organizations; Ability to evaluate financial aspects of activities and programs, institutional capacities and capabilities; Ability to present results and recommendations to a broad audience, both orally and in writing. Exceptional verbal communication skills to be able to explain and interpret GoU attitudes, priorities and concerns to USAID officials, and to negotiate the timely and proper implementation of corrective action plans with appropriate Gou organizations and/or USAID implementing partners; Excellent interpersonal skills are required, as the advisor will frequently be working with the officials and staff of the host government, contractors, grantees, and others who may be unfamiliar with USAID's programming and budgeting process,

Role Overview: To develop and implement AAU's Fundraising Strategy and deliver AAU's specific fundraising Programmes relating to individual donors, major donors, grants and philanthropic foundations and corporate giving. The role also coordinates the development of national sponsorship products, the acquisition and retention of supporters from Uganda; planning and coordinating sponsorship activities between AAU and funding affiliates to maintain international supporter links to resource strategic commitments in line with the fundraising strategy.

KEY RESULT AREAS
• Develop fundraising strategy and plans consistent with CSP. Participates in the development of a comprehensive and coherent fundraising strategy for AAU consistent with the objectives of CSP. Sets and achieve realistic time bound fundraising targets, agreed in consultation with Program and Fundraising Manager CMT, Creates a sustainable and diverse fundraising portfolio with funding streams including individuals, major gifts, corporate, community, events, trusts/foundations and other grant makers with appropriate priorities Develop fundraising sources opportunities
• Carries out prospect research and develop a comprehensive fundraising database that captures all relevant information, as well as handling all administrative aspects of fundraising, Undertakes independent research in finding alternative resources for long-term sustainability of the Organization Develop fundraising communications and collaterals Develops standardized fundraising and publicity materials for awareness and fundraising. Initiates and carries out the national survey to establish viability and the systems for acquisition, communication and payments to support national sponsorship; Coordinates designing, launching, piloting and expansion of the AAU national sponsorship products based on the survey findings and recommendations in line with the fundraising strategy;
• Maintain oversight of all donor funded projects in collaboration with the Program and Fundraising Manager in line with the AAU strategy Develops, updates and maintains up-to-date project tracking and contract management and tracking system: database, donor project database and contract database Ensures provision and documentation of field and administrative support; project implementation and timely reporting in line with policy and guidelines
• Build and maintain quality relationship with Funding Affiliates and supporters in accordance to set AAI Sponsorship Policies and Standards. Coordinates the development, implementation and reporting of all the communication plans which specifically meet the needs of the different funding affiliates and LRPS; Initiate, lead and coordinate development 2 -year plans and budgets in line with fundraising strategy and revised CSP V Commitments. Consolidates and shares sponsorship income projections and planning guidelines in line with the fundraising strategy and regular income targets; Develops, periodically revise and the country regular income growth plan and forecast to implement the strategic aspirations (phasing in and out of links and Programmes) and inform affiliate plans and budgeting management decision;
• Maintain oversight on sponsorship database and share monthly performance reports. in line with the Sponsorship Policies and Standards. Periodically consolidates and shares with sponsorship unit, LRP and partner staff their performance by Key Performance Indicator (KPI), new NK requirements, and outstanding communication; Plans and coordinates NK trainings for Unit, other AAU and partner staff Organises and coordinates NK learning and feedback sessions for AAU staff and partners to improve use of NK to improve sponsorship performance management and compliance. Runs monthly systems cleaning up as required to keep integrity of AAU sponsorship data.
• Provide administrative leadership to and control of assets of the sponsorship unit. Works with the Program Officer, and in line with the procurement policy, Initiates and takes leadership over procurements of and oversight over goods and services to sponsorship unit; Takes leadership in providing audit and management responses on the operations and performance of sponsorship unit and function; Provides leadership and taking corrective measures to ensure compliance to ActionAid ethical standards by staff, partners and volunteers.
• Coordinate the generation, storage and access of sponsorship-related knowledge needs for AAU and its partners in line with the AAU KM Strategy Consolidates and shares key sponsorship and fundraising information with stakeholders Represents the Organisation and the unit in various fundraising and sponsorship-related knowledge sharing and learning forums, document and share feedback with the team Champions and tracks the use of fundraising and sponsorship-related knowledge in AAU and amongst its partners
• Supervise, motivate, appraise sponsorship officers and build the capacity of staff and partners in line with Human Resources Policy (HRP), fundraising strategy, sponsorship, and other Organizational policies.

Personal Specifications:

• A Bachelor's Degree in Development Studies, Business Administration, Mass Communication or any other related discipline from a recognized institution
• A postgraduate Diploma in Monitoring and Evaluation, Project Planning, Fundraising A minimum of six years of similar work experience three of these should have been at coordination level in a reputable organisation.
• Experience of no less than three years implementing and/or coordinating fundraising or resource mobilization and sponsorship Previous experience working with community transformative Programmes
