Job Description
SNV is seeking to recruit the services of a Project Field Officer. The major responsibilities of this position are:

Provision of Advisory Services
• Contribute to the development of sustainable and climate resilient improved sanitation and hygiene service provision, building capacities at all levels, with the enhanced inclusion of women in leadership positions.
• Strengthen the capacity of existing households within the target regions to gain access to at least climate resilient basic sanitation, basic hand washing with soap and reached through hygiene promotion.
• Follow up on the Water Source Committees (WSC’s) and Sub-Country Water Supply and Sanitation Supply Boards (SWSSB’s); while ensuring that established WSC’s and SWSSB’s receive the necessary organizational development.

Monitoring Evaluation & Quality Assurance
• Responsible for the supervision, monitoring and reporting on the implementation of ongoing activities related to the strengthening of water use capacity; improvement of non-functional water facilities; support for district and sub-county technical personnel; establishment and support for WSC’s, SWSSB’s, HPMA’s etc.
• Support the Project Manager in ensuring that that mechanisms to monitor the implementation of the project activities is in place and that disaggregated data collection is carried out in a systematic and timely fashion; ensuring that quality data is recorded and analysed.
• Providing support to extension workers and implementing partners to ensure delivery of project assignments / results meets SNV requirements in terms of scope, quality, and timeliness of delivery.

Knowledge Development and Networking
• Facilitate learning and knowledge development on best practices within the WASH sector.
• Support documentation of case studies, best practices, and emerging models from SNV practice.
• Participate in internal and external learning and networking events relevant to the WASH sector’s programmes.

Internal and external communication
• Informs and is informed about the development / changes in the project, is consistent responsive to the client community and pro-active and confident in engaging with external stakeholders (government, NGOs, private sector or other relevant stakeholders).
• Provide regular updates and bi-weekly written reports to the project manager, reflecting progress made on the project.

Project data handling
• Collects data in the field (paperwork) checks and enters all relevant data into relevant system(s).

Process improvement
• Assesses service delivery quality and adapts service processes, to increase efficiency. Qualifications
• A University degree in any of the following disciplines: engineering (preferably Civil, Environmental or Water Resources Engineering, social sciences (development studies, Social Work and Social Administration), Business Administration, Public (Environmental) Health, etc.
• A minimum of one year of relevant working experience in Water/ Sanitation/Hygiene programming within the Uganda WASH sector
• Proven technical and management expertise in terms of WASH project assessments, design, implementation, reporting, monitoring and evaluation and stakeholder engagement.
• Good understanding of sanitation technological options for rural communities in Uganda
• Knowledge and experience in rolling out sanitation demand approaches e.g. Community Led Total Sanitation
• Knowledge and experience in implementing sanitation supply chain approaches.
• Knowledge and experience in behaviour change approaches and able to lead and facilitate participatory formative research with ability to consult women and other vulnerable groups.
• Experience in working with subcounty based hand pump mechanics (including developing training manuals and conducting training)
• Ability to multitask, strong attention to detail; ability to work independently; strong analytical, communication and report writing skills.
• Experience in coordinating a range of diverse actors and activities to achieve a common programming objective under the WASH sector.
• Good understanding of the link between Water, Sanitation and Hygiene
• Team player with results-oriented attitudes.
• Familiarity and proficiency in MS Word, Excel, PPT, etc.
• Fluency in English (written/oral/comprehension) is required (Additional languages preferred).
• Ability to work in multi-cultural environment and willingness to learn basic words in the local indigenous language.
• Valid riding permit

Additional Information
Terms of Appointment
• This is a full-time position based in Lira, Uganda. The contract duration is 2 years, with possibility of extension. The desired starting date is February 1, 2023. Salary is competitive and commensurate with qualifications and experience, including a competitive secondary benefits package.

JOB DETAILS:

Qualifications
1. A bachelor's degree in Non-Destruction Measurement, Petroleum/Chemical Engineering, Mechanical Engineering, Chemical equipment and machinery, Metal NDT engineering.
2. At least 10 years' experience in Petroleum/Chemical process plant construction site
3. Experience in Petroleum.
4. Must be good at dealing with NDT/Welding quality control management in Petroleum/ Chemical Project.
5. Must be familiar with construction of Petroleum/Chemical Project, Proficient in NDT/ Welding, NDT/Welding technical and quality management of Petroleum/Chemical projects in many overseas countries, have the corresponding qualification certificate is responsible for the review of the welding process, and organizes the review and application for inspection of welding process evaluation.
6. Must establish welding traceability procedure and is responsible for organizing and holding welding quality analysis meetings and formulating corresponding preventive measures for weld defects.
7. Must organize the collection and filing of the welding process quality records
8. Is responsible for the approval of the third-party NDT results to ensure the reliability of the test results.
9. Must supervise the Sub-contractor to implement NDT/Welding according to standards, codes, and COMPANY's technical specifications.
10. Is responsible for supervising and inspecting quality of Sub-contractor's NDT/Welding Must investigate, handle, and report NDT/Welding quality accidents, formulate relevant corrective and preventive measures

Qualifications
1. A Bachelor's degree or above in Oil & Gas Storage and Transportation Engineering & Chemical Process or related majors
2. At least 10 years of petroleum engineering experience
3. Must be familiar with oil and gas project management, piping principles and piping
4. design process, must master well engineering design of oil field facilities and equipment and installation,
5. Is responsible for KF oil field General layout & Piping engineering design, technical support and management.
6. Is responsible for bidding, including technical clarification, inquiry MTO compiling, human resource and software estimation, technical risks identification, workload MTO compiling, etc.
7. Is responsible for coordinating and responsible for discussion and approval on piping technologies and construction procedures
8. Is responsible for coordinating and responsible for technical clarification with
9. sub-contractor, and is also responsible for materials procurement, technical evaluation, communication and technical clarification
10. Is responsible for approval of technical documents such as DWG, procedures and MTO, etc., shop design and quality & schedule control of project
11. Is responsible for solving general layout and piping technical queries in construction; Is responsible for confirmation of construction workload and engineering change of sub-contractor.
12. Is responsible for the improvement, inspection and handover of all technical documents and data during the project implementation.
