On behalf of our client FINANCIAL INTELLIGENCE AUTHORITY, we are looking for a competent, skilled, and experienced Procurement Officer to work in Uganda.

JOB TITLE :PROCUREMENT OFFICER
SALARY SCALE :FIA 6
REPORTS TO :SENIOR PROCUREMENT OFFICER.
SUPERVISES :NONE

JOB PURPOSE
To be responsible for Implementation of procuring goods and services essential to the Authority’s operations.

DUTIES AND RESPONSIBILITIES

1. Cross checks requisitions from user departments to ensure that requisition forms are filled accurately and all relevant documents are attached.
2. Register incoming requisitions and assigning them procurement reference numbers.
3. Participate in pre-qualification of service providers
4. Participate in the preparation of a procurement plan to guide all the annual procurements of the Authority.
5. Support in maintaining key supplier relationships to deliver breakthrough performance in cost, service and quality, including technical input to negotiation on strategically significant contracts and negotiation and management of third-party service providers;
6. Support in preparation of solicitation of bids, analysis and presentation to the Contracts Committee in line with Authority procurement policy guidelines;
7. Participate in ensuring continuous supply of utilities, timely payments for services rendered and renewal of MoUs and operational licenses;
8. Participate in the disposal process of written off assets in line with the PPDA guidelines.
9. Support in preparation and negotiation of leases, contracts and agreements to assist the Authority with securing the best financial position possible;
10. Any other duties that may be assigned from time to time.

PERSON SPECIFICATIONS
Qualifications

Honours Bachelor’s degree in Supply Chain Management/ BCOM/BBA with specialization in Procurement and Supply Chain Management. An Honours Degree in Commerce or Business Administration or Economics or any other related degree plus full professional qualifications in Supply Chain Management from a recognized Institution

Full professional qualification/membership from recognized institutions

Key, Duties and Responsibilities
• Deliver the ambulance safely to the required location
• Transport emergency personnel
• Transport patients
• Assist in moving patients via stretchers
• keep the ambulance in good operating conditions
• Ensure that the ambulance is well stocked with the first aid and medical supplies
• Maintain a driving log
• Perform any other related duties as may be assigned by the supervisor.

Required Qualifications
• A minimum of Uganda Certificate of Education
• Valid driving permit with a minimum class of B1
• Driving competence and Proficiency Test & Examination Report from Inspector of Vehicles (IOV)

Experience
• Three (3) years driving experience.

Purpose

The Logistics Assistant supports the delegation's logistics team by M following up on and handling requests.

Main Responsibilities
Customer Service Desk - 40%

1. Ensures validation and recording of Supply Requests (SRS) according to established criteria
2. Ensures accurate and timely follow-up and treatment of Supply Requests in collaboration with the Logistician Provides feedback to the requester concerning status of validated Supply Requests Updates and closes SR files in Iris/JDE
3. Establishes and keeps up to date SR Data Base (JDE) Investigates for delayed SRS
4. Ensures that purchasing is carried out in accordance with ICRC standards, is auditable and fully transparent and is carried out to the satisfaction of the "client" departments

Procurement and Purchasing - 10%

1. Ensures that purchasing is carried out in accordance with ICRC standards, is auditable and fully transparent and is carried out to the satisfaction of the "client" departments
2. Independently carries out ordinary procurement for specific sector(s) up to a certain amount
3. Follows up on purchases and deliveries and checks that they conform with specifications and contract details
4. Receives goods and checks that they correspond to quantities and quality ordered
5. Compiles and reconciles suppliers' invoices against purchasing documentation
6. Participates in updating statistics and reporting

Warehousing -20%
1. Manages the monthly stock inventory for all assistance items in accordance with ICRC guidelines
2. Ensures all the stock items are accompanied by the appropriate documents
3. Ensures that all storage facilities are appropriate for requirements, clean and secure
4. Reports to the Immediate Supervisor in order to enable him /her maintaining optimum stock levels, using cards or other systems, this according to regulations in place and instructions received by the Immediate Supervisor
5. Monitors and follow ups on claims and claims procedures Responsible for the reception, careful inspection of all items delivered to all types of stocks and documents signature Responsible for the proper and careful storage of all items and for their packing and loading for distribution to 'clients' Supervises/checks the Loaders / Head Loaders while working in the store
6. Management of Logistics Databases & applications - 15% Responsible for operating and maintaining ICRC logistics standard databases & applications

Transport/Dispatch - 5%

1. Arranges and executes forwarding of all assistance items, diplomatic pouch, personal effects to final destination as requested

Statistics -10%

1. Updates the logistics dashboard and provides statistics & reports
2. Minimum Required Knowledge & Experience
3. University degree in Logistics, stores, supply chain management or related field
4. Minimum 3 years' work experience in a Logistics department or environment

• Maintain proper records of fuel consumption and service of Vehicle from approved garage.
• Verify working condition of seat belts, door locks and windows
• Maintain a zero case of accidents; if an accident occurs, it should be reported to the police and followed up.
• Check that vehicles have valid road licenses, motor third-party, comprehensive insurance and car-tracking devices,
• Carry out any Other duty as may be assigned from time to time.
