Logistics Coordinator (M/F) - based in Uganda

Epicentre is an organisation created by Médecins Sans Frontières (MSF) in 1986. We conduct field epidemiology, training, and research activities for MSF interventions. Our activities for populations in precarious situations are led from Uganda, Niger, and France, and through the programs of MSF and others. They mainly concern infectious diseases and undernutrition.
The Ugandan Research Center conducts research activities on public health issues relevant to Africa, according to GCPs (Good Clinical Practices) quality standards, in close collaboration with MSF, Mbarara University of Science & Technologies, and other stakeholders in health sector. Current projects, include clinical and vaccinal trials, focus on TB, HIV, central nervous system infections, and yellow fever.

The job purpose
You are looking for a meaningful professional experience?
Epicentre is looking for a Logistics Coordinator to the benefit of the Ugandan Research Center. The main purpose of this position is to provide technical logistics strategies and support to the research center, by ensuring the pertinence and coherence of logistics and supply activities, adequacy of the means provided and the compliance to Epicentre standards, (GCP, GCLP and GPP), protocols and procedures in order to enable the development of the research center.
The Logistics coordinator position is under the hierarchical management of the Resources Manager in Mbarara, and in functional link with the technical logistic Referent in Paris.

What you will bring
Skills to perform your main activities:
Technical skills: with distance-support from Epicentre referent(s), and in close collaboration with the Resources Manager, you will define, implement and monitor logistics activities. You will participate in the development of the research center policy and annual plan, annual budget as well as studies proposals, and studies budget reviews. You will be able to support the activities of the Research Center with the logistics resources, procedures and tools.

In order to facilitate achievement of the research center objectives you’ll be responsible for the maintenance of the following:
• high technology accredited GCLP laboratory (biosafety 3)
• deep freezer units of the samples bank
• the electric back-up for the laboratory and warehouse

In relation to that you will actively participate in:
• the follow-up of maintenance of the biomedical materials on Memo software with the Quality Manager
• the organization of transportation of frozen samples abroad with the laboratory team
• the storage of archives of the studies and the follow-up of their destruction

You will be responsible for implementing and maintaining an appropriate supply chain management of local and international supplies for the studies and the center. It requires to:
• ensure local supply policy are followed with relevant updated documents (market assessment, suppliers / price lists, quotation analysis)
• generate and follow the international logistic orders on the portal
• ensure the stock management in the warehouse with respect to the GCP, GPP.
• ensure regularly inventories of all supplies

You will be requested to monitor and manage on a day-to-day basis the implementation and follow-up of all logistics families : construction, transport, communications, water and sanitation, vehicles, cold chain, infrastructure, biomedical equipment, etc. Under your monitoring, all technical activities in the Centre shall remain in compliance with Epicentre standards, protocols and procedures.

You will regularly report to the Resources Manager on the development of the ongoing studies, and on your following responsibilities:
• vehicles fleet management, renewal and administrative process for registration of vehicles following the government tax payment
• installation and maintenance of functional office space(s) and lodging facilities, ensuring for the team and visitors an adequate working and living condition
• provide all logistics support to the outreach medical team as per their study needs.
• Develop reporting tools for logistic activities.

Team management skills: you will be requested to coordinate transversal logistics specialties, to lead activities with different collaborators and partners, and to integrate into a multi-disciplinary, multi-national and highly motivated team. In order to provide technical support to logistics team through self-knowledge and policies, you will demonstrate willingness to share your expertise.

You will cope with potential security issues and be focused on overall security of the centre in close collaboration with the Resources Manager for risk analysis, investigation, reporting security incidents and update mission security policy when needed.

In the absence of the Resources Manager and at the request of the Director, you are able to oversee security management in the center and perform any other duties that may be delegated by the Resources Manager.
You will manage and organize the logistic team, in close collaboration with the Resources Manager, for the proper application of HR policies and associated processes such as, recruitment, induction, training, coaching, briefing/debriefing, evaluation, staff’s development and internal / external communication.
International context: You have an excellent level of English (oral, written). French is a plus.

Qualifications
• Educational & Experience: You have a high-level certification in Engineering or a technical related expertise. As a technician or engineer, you have a substantial previous experience (at least 3 years) in a similar position with MSF or another NGOs in developing countries and/or in a Research Center.
• You have a good command of IT software (e.g. Excel, Word, Power Point, Sharepoint etc.).
• Transversal technical knowledge is required, and ideally including biomedical.
• You are appreciated for your excellent written and verbal communication skills in English.
• You have proven ability to work in a dynamic and rigorous environment, with skills in teamwork and cooperation, flexibility, stress management, and to have “Results and Quality” orientation, with capacity to operationalize findings.

Job Summary: The Driver will provide reliable and safe driving services to Pathfinder International staff and authorized visitors, and delivery of assigned cargo. The Driver will primarily be responsible for, but not limited to, driving assigned vehicles, safe transport of authorized personnel, delivery and collection of documents and cargo, and working knowledge of vehicle security. S/he ensures the highest standards of discretion and overall safety and well-being of passengers, demonstrating courtesy and confidentiality across all PI staff and partners.

Key Responsibilities:
• Provision of reliable and secure driving services by: driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items; and meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required.
• Ensures cost-savings through proper use of vehicle by accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
• Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.
• Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, sanitizers and necessary spare parts.
• Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

Minimum Qualifications:
• Minimum Ordinary Level Certificate; A- Level Certificate is an added advantage.
• Valid driver's license with classes 'A, B & DL'.
• Minimum of Five years' driving experience preferably with NGOs.

The objectives of NUDEIL are to support local district governments in Northern Uganda to plan, design, and construct small infrastructure projects that will improve the delivery of services in the education, transport, and water supply sectors. The Driver will be expected to provide transportation services to GPTech staff and visiting consultants. This position will be located in Gulu, Uganda.

Responsibilities:
• Abides by the GPTech Vehicle Usage Policy as well as applicable Uganda travel laws. (e.g., ensure all occupants wear seat belt, practice defensive driving, stay off phone while vehicle is in motion)

Weighbridge Assistant

Job Summary;
The Weighbridge Assistant shall be responsible for the effective weighing of inbound and outbound trucks, the movement of weighed trucks from weighbridge to stock pile/warehouse and other incidental truck operations within the Company’s logistics yard.

Key Duties and Responsibilities
• Adhere to all the Health, Safety and Environment compliance rules in the designated working area.
• Accountable for weighbridge operations, verify weighbridge/supplier documents correspond 100% to physical deliveries. Weigh all dispatches and deliveries of cement/bulk material at exit/entry to the shipping.
• Update daily/monthly weighbridge, truck yard and stock-pile reports and resolve variances immediately.
• Verify documents to ensure accuracy of supplier and HCL documentation. Tally documents from YARD IN to YARD OUT. Reconcile physical stocks with ERP stocks and ensure tallied information is entered in operating standard template.
• Support in periodic stock takes for cement and bulk materials in partnership with Finance.
• Safeguard the company against any form of loss of revenue or stocks by accurate weighing of all trucks in and out of the dispatch point.
• Report to the N+1 all order balances from time to time when warned by HODIM and immediately follow up closure.
• Manage driver welfare facilities within the yard and the driver hostel facility.
• Responsible for truck YIGO/GIGO/YIYO for all inbound and outbound deliveries.
• Monitor proper functioning of the weighbridge and equipment (calibration) to avoid any inefficiencies. Report any malfunction immediately it’s noted as per the escalation procedure and follow up for closure.
• Communicate with the suppliers on a daily basis to be able to secure to Alternative Fuels and organize for immediate transportation.
