PROVISION OF MEDICAL AND GROUP LIFE INSURANCE SERVICES FOR FY2026/27

Food for the Hungry (FH), also known as FH Association (FHA), is a global Christian humanitarian relief and development organization that designs, develops, and delivers catalytic solutions so that children, families, and communities can flourish. Collaborating with local actors across sectors, FH co-creates solutions that build resilience by strengthening mental, physical, and spiritual well-being. In Uganda, FH is operational in the following areas: Kitgum, Lamwo, Kween, Mbale, Adjumani, Namutumba, and Amudat.

FH invites sealed technical and financial proposals from reputable and duly licensed insurance underwriting companies for the Provision of Medical and Group Life Insurance Services for FH staff and eligible dependents, as per the details contained in the Terms of Reference/Scope of Work.

FH intends to engage one insurance provider to provide both the Medical Insurance and Group Life Insurance components under one contractual arrangement. Bidders are therefore expected to demonstrate the capacity, experience, network and financial capability to provide both Medical and Group Life Insurance services.

The proposals shall be evaluated in accordance with FH Procurement Policy and Procedures.

SCOPE OF SERVICES

The selected insurance provider will be expected to provide, at a minimum:

  1. Medical Insurance
    • The Medical Insurance scheme shall include comprehensive inpatient and outpatient medical cover for eligible FH staff and dependents.
    • The proposed cover should, at a minimum, provide for:
    • Outpatient consultations and treatment;
    • Prescribed medicines;
    • Diagnostic investigations, laboratory services, X-rays and scans;
    • Specialist consultations;
    • Antenatal and postnatal care;
    • Maternity and pregnancy-related complications, including Caesarean Section;
    • Dental and optical services;
    • Inpatient consultations, treatment and hospitalization;
    • Surgery and theatre fees;
    • ICU and HDU services;
    • Emergency treatment and evacuation;
    • Ambulance/rescue services;
    • Physiotherapy;
    • Chronic, pre-existing and recurrent conditions;
    • HIV/AIDS treatment and management;
    • COVID-19-related conditions, where applicable;
    • Congenital conditions, subject to the proposed terms;
    • Last/funeral expense benefit; and
    • Any other value-added medical benefits proposed by the bidder.

Bidders shall clearly state the limits, sub-limits, exclusions, waiting periods and other conditions applicable to each benefit.

  1. Group Life Insurance
    • The selected provider shall also provide Group Life Insurance cover for eligible FH employees.
    • The proposed Group Life Insurance scheme should, at a minimum, provide for:
    • Death from any cause;
    • Accidental death benefit, where applicable;
    • Permanent Total Disability;
    • Permanent Partial Disability, where applicable;
    • Last Expense/Funeral Expense benefit;
    • Critical Illness benefit, where available;
    • Accidental Permanent Disability, where applicable;
    • Repatriation of mortal remains, where applicable; and
    • Any other relevant life insurance benefits proposed by the bidder.

Bidders shall clearly indicate the proposed sum assured per employee, whether the benefit is based on a fixed amount or a multiple of salary, and the applicable premium rate.

The bidder shall also clearly state:

  • Eligibility and age limits;
  • Free cover limit;
  • Medical underwriting requirements;
  • Treatment of pre-existing conditions;
  • Waiting periods, if any;
  • Policy exclusions;
  • Beneficiary nomination requirements;
  • Claims notification and settlement procedures; and
  • Expected claims settlement turnaround times.

BID EVALUATION CRITERIA

Proposals shall be evaluated against the following criteria:

  1. Eligibility Documentation
  2. Technical compliance with the Medical and Group Life Insurance scope of services
  3. Experience and demonstrated capacity to provide both Medical and Group Life Insurance
  4. Financial capacity, including a bank statement for at least the last six (6) months
  5. Supplier KYC Questionnaire – MUST be completed, signed and stamped
  6. A minimum of three (3) reference letters from reputable partner INGOs/current or recent clients
  7. Price offer – MUST be signed and stamped
  8. Conflict of Interest Declaration Form – MUST be signed and stamped
  9. Validity of the insurer’s operating licence and regulatory compliance
  10. Adequacy and geographical coverage of the medical provider network
  11. Claims management, customer service and administrative support systems

MINIMUM QUALIFICATIONS AND CAPACITY OF THE INSURANCE PROVIDER
The insurance provider should demonstrate:

  • Extensive experience and a proven record of accomplishment in Medical and Group Life Insurance;
  • Reliable medical and life insurance services and a proven record of excellent service delivery;
  • Proven experience working with international NGOs/INGOs and other reputable organizations;
  • Ability to provide adequate medical service provider solutions to FH Area Programs;
  • Ability to provide 24-hour customer and emergency service;
  • Evidence of real-time administrative and claims management support systems;
  • Ability to incorporate a speed dial/quick-access emergency service;
  • Wide medical provider networks for national and, where applicable, international coverage;
  • Ability to provide reimbursement through payment of eligible claims directly to an employee’s nominated bank account;
  • Provision of ambulance and emergency evacuation services for staff in cases of medical emergencies;
  • Demonstrated capacity for timely and efficient settlement of both medical and life insurance claims;
  • A dedicated account/service manager for FH;
  • Capacity to provide regular membership, claims and utilization reports;
  • Ability to provide employee/member sensitization and orientation on the insurance scheme;
  • Adequate financial capacity to meet claims obligations; and
  • Any other innovative benefits, services or value-added solutions that may be beneficial to FH.

Insurers are encouraged to submit proposals indicating their general cover offering, benefit limits, exclusions, service standards and any additional benefits or services that give them a competitive edge in the market.

EXPECTED NUMBER OF BENEFICIARIES
The current FH Uganda staff and eligible beneficiaries total approximately 443 persons, with an additional 50 persons projected for staff and dependents.
The final membership numbers may vary during the contract period based on staff recruitment, separation and changes in eligible dependents.

PROPOSAL SUBMISSION
Interested bidders should submit only one (1) original sealed hard copy of their complete technical and financial proposal, clearly labelled and addressed to the FHA Kampala Office.

The proposal should include, at a minimum:

  • Detailed Medical Insurance benefit schedule;
  • Detailed Group Life Insurance benefit schedule;
  • Premium/pricing schedule for Medical Insurance;
  • Premium/pricing schedule for Group Life Insurance;
  • All applicable limits and sub-limits;
  • Comprehensive list of exclusions and waiting periods;
  • Medical provider network;
  • Claims management and settlement procedures;
  • Group Life claims procedures;
  • Evidence of regulatory licensing;
  • Company profile and relevant experience;
  • Required eligibility and KYC documentation; and
  • Any additional value-added benefits proposed.
