Job description:
As an Education Advisor SEL-TaRL- Isingiro, you will work together with national and international experts in TaRL and SEL to co-design and deliver professional development trajectories for teachers, mentors and master trainers and to contextualise teaching and learning support materials (TLSM). Together with District Support Coordinator and district-level MoES staff, you will support the quality and fidelity of implementation at district- and school-level.

Position of the Education Advisor
TaRL is a fun, engaging and playful remedial teaching methodology designed to support primary-level learners to acquire foundational literacy and numeracy skills. Upon funding approval, VVOB, together with the Ministry of Education and Sports (MoES) and other education partners, will further expand the implementation of TaRL in Isingiro district. Expertise in social and emotional learning (SEL) is required as we aim to find out whether TaRL also promotes SEL and how it can be combined with targeted SEL activities to build the resilience of learners in crisis settings.
As an Education Advisor you will work together with national and international experts in TaRL and SEL to co-design and deliver professional development trajectories for teachers, mentors and master trainers and to contextualise teaching and learning support materials (TLSM). Together with District Support Coordinator and district-level MoES staff, you will support the quality and fidelity of implementation at districtand school-level.
Education Advisors report to the Education Manager and work closely and directly with colleagues in the TaRL programme, the education department, and all other departments of VVOB in Uganda.

TaRL in VVOB Uganda
Since 2020, VVOB has been implementing TaRL in the refugee and host community districts of Isingiro, Terego and Madi-Okollo. The TaRL programme is currently operating in 180 schools, of which 90 are in Isingiro. You can read more about the current TaRL programme here. Pending funding approval, VVOB anticipates expanding to additional schools in Isingiro district and to start operations in the Rwenzori region. While Education Advisors are based in Kampala, they regularly travel to our operational districts, where VVOB stations District Support Coordinators and maintains a close collaboration with the District Education Offices. The work of the Education Advisor (Social and Emotional Learning) will be focused on Isingiro.

Result Areas:
Key responsibilities for Education Advisors are as follows:
1. You offer technical advice, guidance and support to partners and align and collaborate with internal VVOB colleagues to achieve project results and realize the educational change processes supported by the project.
2. You contribute to the identification, formulation, budgeting, implementation, monitoring and evaluation of the project that you are assigned to in order to realize the educational change processes supported by the project.
3. You take up a variety of roles in the capacity development process of the partners according to the needs of the partner and particular situations and phases of the programme;
4. You keep abreast with policy trends, new developments and latest research and thinking in primary education, teacher training models, and national developments in the education sector, and by external and internal networking, share new insights with local partners and VVOB colleagues.

If you are our Education Advisor, your workweek will include the following highlights:
You will meet with representatives of NCDC, the TaRL Coalition, MoES to review the TaRL methodology for its SEL potential and to identify context-appropriate low-cost, low-burden targeted SEL activities to complement TaRL.
Together with the Strategic M&E and Research Advisor and MEAL Advisor, you have a meeting with the international knowledge partners supporting the project team. You jointly review emerging evidence from process monitoring and reflect on how it can improve implementation.
Next, you meet with the District Support Coordinators and Master Trainers to incorporate the lessons learned from evidence to strengthen the next round of refresher trainings for teachers and mentors.
You will represent VVOB at an event, to present the results of our work in Isingiro and network with colleagues from other implementing organisations.

Who are you?
This position is open to Ugandan nationals only.
Overall expertise and experience required:
• Master’s degree in education, human sciences, or other relevant field or equivalent experience
• Experience with social and emotional learning in crisis settings is a must-have.
• Experience with change management and capacity development processes in the context of educational institutions.
• Capability to appropriately plan and deploy a range of capacity development methods – e.g., workshops, training, coaching, mentoring, events, study visits, etc. to strengthen educational institutions and accompany change processes.
• An in-depth understanding of the national education system and the latest developments in the education sector, specifically the primary education sector in Uganda, and capability to appropriately utilise this understanding in function of the programme that you are assigned to.
• In-depth understanding of new trends in primary education and teacher training models in Uganda and capability to appropriately utilise this understanding in function of the programme that you are assigned to.
• Excellent communication skills in listening, writing and public speaking
• Knowledge of and experience with programme implementation, preferably project cycle management.
• Capacity to manage service providers in the education sector
