NOTICE TO THE GENERAL PUBLIC
INVITATION TO SUBMIT VIEWS ON THE LOCAL GOVERNMENTS (MAKINDYE SSABAGABO MUNICIPAL COUNCIL) (WASTE MANAGEMENT) BILL , 2025
Memorandum
Purpose of the bill

The bill seeks to provide; for the control, storage, collection, transportation, treatment, processing and disposal of waste generated within Makindye Ssabagabo Municipal Council.

Objectives
The objectives of this Bill are to:
I. Regulate waste management private companies;
II. Regulate the management of waste in both domestic and commercial premises;
III. Regulate transportation of solid waste and Provide specifications for garbage collection trucks;
IV. Operationalize the existing laws and regulations relevant to waste management;
V. Include the culture of having solid waste containers by all premises;
VI. Control littering in the Municipal Council;
VII. Empower community residents to take ownership of solid waste management;
VIII. Set fines and penalties; and
IX. Set solid waste collection fees.

Problem statement
With an ever‑increasing urban population, Makindye Ssabagabo Municipal Council currently faces a significant problem in managing waste generated by its residents and commercial premises. The current wastes management practices are largely informal, unregulated and ill‑en‑forceable, posing a significant environmental and public health risk with serious adverse implications for air and water quality, disease transmission and Municipal aesthetics. The informal settlements in Makindye Ssabagabo Municipality are lacking proper waste management collection services and because of this, they often resort to open dumping, burning and littering. This compounds the problem and undermines all our efforts to promote cleanliness and sanitation in the Municipality. Whereas there are existing laws, regulations, policies and guidelines on waste management, they do not address the unique and significant challenges that Makindye Ssabagabo Municipal Council faces in the areas of solid waste management. In response to these mounting challenges, Makindye Ssabagabo Council passed a Motion introducing Bill no. 1 of 2025 which is titled, “THE LOCAL GOVERNMENTS (MAKINDYE SSABAGABO MUNICIPAL COUNCIL) WASTE MANAGEMENT BILL, 2025”

Evidence that waste management is a Problem in the Municipal Council.
Makindye Ssabagabo Municipal Council does not have a gazetted Sanitary landfill, most, private waste management companies operate without permits; the rates charged by the private waste management companies are not regulated by the Council Authorities; almost all households do not have waste collection containers/bags; according to the pre‑feasibility study conducted in 2022, the waste collection rate in Makindye Ssabagabo municipality is estimated to be as low as 7% and only 2% was safely managed.

How the bill will solve the problem of waste management in the Municipal Council.
The Bill will solve the problem as follows; mandatory requirements of all premises to have waste collection containers/bags; hence compulsory licensing; introducing fines, hence a culture of responsible solid waste management will be enhanced; Municipal Council aesthetics and cleanliness will greatly improve if becomes an offence to litter; Regulating garbage collection companies will lead to improved operational efficiency, transparency and accountability in waste management.

Potential drawbacks/Considerations of the bill
The potential drawbacks or challenges that are likely to face with this bill include; cost of implementation; Public acceptance and understanding the purpose and objectives of the bill and Political reluctance.

Proposed remedies
The proposed remedies include but not limited to; allocate more funds to solid waste management; seek grant funding from our partners and increased Community sensitization meetings.

The Bill comprises of eight clauses as follows:

PART I‑PRELIMINARY
Part I of the Bill provides for citation, the Interpretation and application of the Bill

PART II‑GENERAL PROVISIONS RELATING TO WASTE MANAGEMENT.
Part II of the Bill provides for compliance with environmental principles, responsibility for waste management, littering, waste management hierarchy and application of good waste management principles.

PART III‑LICENSE TO MANAGE WASTE
Part III– provides for the application of license to manage waste.

PART IV‑DOMESTIC WASTE, MUNICIPAL WASTE AND INDUSTRIAL WASTE
Part IV of the Bill provides for the disposal of domestic and Municipal waste, waste in public places, waste generated in commercial premises, waste generated during events, waste generated from vessel, duty manage industrial waste and duty minimize plastic waste.

PART V‑ MANAGEMENT OF HAZARDOUS WASTE
Part V of the Bill comprises of clauses 17 to 22 provides for the management of hazardous waste including containers to handle hazardous waste and labelling of containers.

PART VI‑TREATMENT AND DISPOSAL OF WASTE
Part VI provides for treatment and disposal of waste, sitting of waste management facilities and utilization of waste.

PART VII‑LANDFILLS
Part VII is on general provisions for landfills, waste prohibited from being dumped in landfills, excavations, closure and after care procedure.

PART VIII‑OFFENCES AND PENALTIES
Part VIII provides for acts of negligence, general offences and administrative measures.

The Municipal Council now invites the Public especially the residents of Makindye Ssabagabo Municipality and garbage collection companies to submit their views on the Bill. A copy of the Bill can be obtained from the official Municipal Council website. www.msabagabo.go.ug or at Ndeije Municipal Division Council, Bunamwaya Municipal Division Council and Masajja Municipal Division Council Offices and Officers.

  • Interns must be current tertiary students (University or College).

  • No stipend or allowance is offered.

  • Successful interns may be offered absorption into available positions post-internship.
