Job Description
Logistics Coordinator (Open for Nationals Only)

What we are looking for:
The purpose of the position is to oversee and implement NRC’s logistics systems and procedures in the Country Office. The position is based in the Country office in Kampala with some travels to Area Office and Field Offices in West Nile and Kampala South-West. The post holder will have line management responsibility and manage staff performance and development (coach and guide) for the logistic team members. The Logistics Coordinator shall report directly to the Head of Support. He/she is responsible for Master Logistics/procurement planning in close coordination with program teams, compliance and capacity building of the Country Office logistics team.

What you will do
Generic responsibilities
1. Implement NRC’s Logistics systems and procedures,
2. Adhere to NRC’s Policies, tools, handbooks, guidelines and donor requirements,
3. Provide anti-corruption, transparency and cost efficiency focus on all procurement,
4. Identify non-compliance and deviation in procurement process and documentation,
5. Ensure effective and efficient vendor relationship management,
6. Oversee Type 1 Market Analysis function according to plan of action,
7. Prepare periodic reports as may be required by management,
8. Ensure proper e-filing and archiving of procurement documents according to SOP

Specific responsibilities
1. Organize all Procurement processes and ensure adherence with NRC Policies, tools, handbooks, guidelines, and donor regulations.
2. Prepare bid solicitation, bid evaluations, documents related to bid meetings, getting quotations / proposals through prescribed systems.
3. Supervise Logistics (Procurement team) to ensure all bid opening process and preparation of files with labelling for bid evaluation meetings shall be conducted timely and accordance with the policy.
4. Identify frequently procured goods and services and submit recommendations for establishing Framework agreements.
5. To track all contracts and ensure that closure/extension/termination process is completed in a timely manner with all relevant approval and documents.
6. Act as a technical focal person at Country Office to provided technical assistance to Area Office Procurement staff related to online e-sourcing tender management system, UNIT 4 Agresso or any other related procurement tool.
7. Receive and handle all authorized supply requests for items to be procured and carry out procurement processes under the supervision of Head of Support as per NRC procedures.
8. Act as a liaison person at Country office for all area/field offices for updating them about their respective PRs and contracts status.
9. Support requesting department in providing estimates for raising Purchase Requisitions (PRs).
10. Actively provide support to departments to develop elaborate procurement plans. Work to consolidate requirements across departments and Area Offices so that procurements can be grouped into the Country Procurement Plan.
11. Meets with or speaks with interested vendors concerning potential sources for supply and service, develops and maintains an effective working relationship with vendors/ suppliers.
12. Identifies possible delays in ordering and makes sure all issues are flagged with the line manager to ensure appropriate action can be taken.
13. Plans and coordinates the pre-qualification of vendors and develop and maintain Country’s supplier databases for different goods and services.
14. Closely monitor the performance of different vendors and accordingly develop “Vendor Rating Form” based on periodic performance review of vendors.
15. Plans and carries out price survey and market analysis in co-ordination with Logistics Manager.
16. Coordinate with the supplier and NRC Warehouse staff on delivery of items. Follow up on Goods Received Note (GRN), Waybills, Completion certificates and Invoices after delivery;
17. In case of partial delivery of goods, ensure that back orders are followed up and finalized in the shortest possible time.
18. Coordinate with the Finance Department to ensure that payments to vendors are made on-time and without any unnecessary strain on the financial systems of NRC;
19. Train and develop logistics team members on Market Analysis,
20. Line management of staff dedicated to Type 1 Market Analysis data collection.

Context/ Specific skills, knowledge, and experience:
• Minimum 5 years of experience from working as a Logistics Coordinator or Logistics in Charge in a humanitarian/recovery context.
• A first-level university degree (Bachelors or equivalent) in Procurement and/or Supply Chain Management, Logistics Commerce, Business Administration, or related.
• An advanced university degree (Masters or equivalent) in Procurement and/or Supply Chain Management, Logistics will be an added advantage.
• CIPS certification is a plus.
• Experience of working in complex and volatile contexts.
• Documented results related to the position’s responsibilities.
• Fluency in English, both written and verbal
• Good knowledge of logistics reporting systems
• Good hands-on experience with Microsoft Excel, Word and PowerPoint, O365, Agresso or ERP procurement system.
• Sound knowledge of donor procurement and logistics regulations.
• Ability to travel extensively within Uganda.

What we offer
Duty station: Kampala_ Uganda
Contract: national contract, 12 months (extension possible, dependent on funding)
Travel: up to 20% internally.
Salary/benefits: grade 7 on NRC’s country salary scale.
